Important Notice

Collection of Biometrics from the Passport Applicants applying through Sri Lanka Diplomatic Missions from January 1, 2018

As per Section 35(a) of the Immigrants and Emigrants Act No 20 of 1948 as amended in 2015, the Department of Immigration and Emigration in Sri Lanka (DIE) is required to obtain biometrics from passport applicants. Accordingly, the Department will be introducing a new procedure to obtain the Biometrics of passport holders whose passport has been issued through Sri Lanka Diplomatic Missions after January 01, 2018. The procedure requires every passport holder who is in the age group of 16- 60 years to provide biometrics (fingerprints and digital face image) to the Department upon his / her first entry to Sri Lanka on the new passport. 


  • You are advised to provide your fingerprints prior to your departure from Sri Lanka. Failure to complete this requirement may prevent you from departing the country.
  • We advise that you plan your travel allowing sufficient time to provide Biometrics to the Department
  • Department working hours: 8.00 AM to 2.00 PM Monday to Friday, except public holidays.

Procedure for Biometric Collection

Step 1: On arrival, you should directly report to the Chief Immigration Officer (CIO), or the Immigration Officer at the primary counter will refer to the CIO.

Step 2: The CIO will issue you a Biometric Data Acquisition (BDA) Form with a unique number, in two copies. You are required to sign both forms, one of which will be given back to you. The BDA form should be produced at the Department for biometrics collection.

Step 3: You may reserve an appointment for biometrics submission via the online appointment reservation system or visit the Department of Immigration and Emigration head office or regional office.

Step 4: Visit the Overseas Mission Division of the Department of Immigration and Emigration (headquarters or regional office) and submit the BDA form.

Step 5: The officers will guide you on providing biometrics. The estimated time of completion of the biometric enrollment process is 45 minutes.

Step 6: Immediately after submission of biometrics, the Biometrics Declaration Form will be issued to the passport holder confirming that the collection of biometrics has been successfully completed. With the completion of this process, the system will automatically activate the passport, allowing your departure from Sri Lanka.

Sri Lankan citizen who are residing in the United States are eligible to apply for a Sri Lankan Passport. Ordinary passports are issued with the validity of 10 years from the date of issue. A new passport should be obtained on the expiration of validity period, lack of pages for visa endorsement or loss of current passport.

Issuances of all kind of travel documents (except emergency travel documents) and subsequent amendments on travel documents will be done at Department of Immigration and Emigration in Sri Lanka with the authority under the Immigrants and Emigrants Act No. 20 of 1948 and its regulations.


Ordinary passport (valid for a maximum of 10 years)

- Compulsory documents

  • Duly filled application (download)
  • Most recent Sri Lankan passport
  • Original Sri Lankan Birth Certificate (Translated copies are not accepted)
  • Three Photographs (standard photo format)
  • Sri Lankan National Identity Card (If original document available)

If the profession need to be included on the passport -

  • Degree Certificate / Higher educational qualification / Employment verification letter / Letter of appointment
    • Letter of appointment / employment verification letter should clearly express the position/job title request on the application

If the applicant is married and wishes to have spouse’s surname on the passport -

  • Original Marriage Certificate

Same documents above will be applied, if the current passport is no longer used due to the validity period has expired or run out of pages for the visa or when you still needed a new passport.

Further with compulsory documents, you are kindly requested to provide us with the additional documents required under the circumstances follows;

- If the current passport has lost / damaged (in addition to the compulsory documents)

  • Duly filled complaint form (download) – for lost passports
  • Police complaint/report from the nearest local Police department of the area of residence - for lost passports
    • Applicant’s name and the lost passport number (if available) must be mentioned in the Police complaint/report.
  • Regulations & fees for lost passports will be applied if the applicant failed to provide the damaged passport.

- For children under 16 years old (in addition to the compulsory documents)

  • Parents consent letter
  • Parents current passports
    • If, one parent has died, the death certificate
    • If, parents are divorced, the court order indicating the legal custody of the child
    • If, an adopted child, the court order in respect of the adoption of the child
  • 5(2) Certificate (If born outside Sri Lanka) with Consular Birth Certificate

- For Sri Lankan Dual Citizens (in addition to the compulsory documents)

  • Sri Lankan Dual Citizenship certificate
  • Foreign passport
  • Foreign Naturalization certificate


The Prescribed Fee (Ordinary Passport)

- For expired passports

  • For M or N series passport holders                -  USD 150.00
  • For L, K and J series passport holders            -  USD 350.00

- For lost passports (all series) 

  • With a copy of bio page of lost passport         -  USD 350.00
  • Without a copy                                             -  USD 450.00

Payments should be done at this Mission by cash / money orders / bank drafts /cheques.

Money orders / Certified cheques should be made payable to the “Permanent Mission of Sri Lanka to the United Nations, New York”.

Card payments are not acceptable.


Submission of applications

You can submit the application to the consular division of this Mission by post or by hand. The Consular Division is open from Monday to Friday between 09 am to 01 pm EST. The physical and mailing address is as follows:

  1. Applicants are strictly required to present the originals of all the documents required with the application. Translated copies of any documents are not acceptable.
  2. Submission of forged documents and making false declarations relating to citizenship is a punishable offense. Fees will not be refunded in these circumstances.
  3. Incomplete applications will be rejected.


Processing Time (Ordinary Passport)

Kindly be informed that the processing time will be 10 to 12 weeks for receipt of the new passport issued by the Department of Immigration and Emigration in Sri Lanka.


  1. Processing time may subject to delay due to completeness and accuracy of the application and the supporting documents as may be considered necessary by the Department of Immigration and Emigration in Sri Lanka)
  2. Further, applicants are advised to be vigilant regarding their respective dates of validity of the passports, availability of visa pages and etc. and lodge the applications in advance keeping provision for the period of time that it takes.


Return of the documents

You will be informed once this Mission received your new passport. You are required to bring the current passport (except for lost passports) and cash receipt issued in order to collect the new passport.

If you are unable to collect the passport personally you should authorize your representative in writing to collect the passport on your behalf. The representative should provide an authorization letter along with your current passport, cash receipt, and his / her photo identification.

At your request, your passport may be returned to you by post.

If the return of the documents is desired by post, applicants in the United States may choose one of the following options and make payment in addition to the application fee:

  • Domestic Mailing Fee - Federal Express (FedEx)                – USD 20.00 (within United States)
  • International Mailing Fee - Federal Express (FedEx)           – Relevant Country Rate
