Foreign Ministry and Foreign Employment Bureau team up to step up efforts to assist Sri Lankans in the Middle East

Sri Lanka Missions in the Middle East have reported that the welfare measures for migrant workers in the Middle East have received an added boost this week, following the decision by the Sri Lanka Bureau of Foreign Employment (SLBFE) to make available resources from the Workers’ Welfare Fund, originally confined to those registered with the Bureau, to all migrant workers irrespective of their registration status, through units within Sri Lanka Missions abroad in 16 stations. This is in addition to funds already allocated by the Foreign Ministry and services provided by Missions in collaboration with local Sri Lankan associations and religious establishments across the world in 67 cities. The Foreign Ministry has also sought an additional allocation from the Treasury to meet the increasing needs of all Overseas Sri Lankans, presently amidst the COVID-19 outbreak, to increase the efforts of distribution of dry rations. This is to help overcome immediate difficulties experienced by the migrants who are unable to return to Sri Lanka, in view of the present closure of the airports in Sri Lanka for arrival, in the wake of the COVID-19 pandemic.

 

RELAXATION OF FOREIGN EXCHANGE RESTRICTIONS: OPENING OF SPECIAL DEPOSIT ACCOUNT (SDA) IN SRI LANKA BANKS

The Permanent Mission of Sri Lanka to the United Nations is pleased to inform the Sri Lankan Community in the tri-State area that the Government of Sri Lanka has announced the relaxation of foreign exchange restrictions with regard to the opening of Special Deposit Account (SDA) in Sri Lankan banks.

As such, all interested Sri Lankans , including dual citizens and well wishers can accordingly instruct their foreign banks to transfer funds to the Sri Lanka bank of their preference to open a Special Deposit Account (SDA).  

Sri Lankans who wish to express their solidarity to sustain Sri Lanka's resilience are invited to avail themselves of this opportunity in support of COVID-19 prevention.

Salient features of the Special Deposit Account and the gazette notification issued by the Government of Sri Lanka in this regard, are also attached.

Minister Dinesh Gunawardena explores possibilities to assist Sri Lankan Migrant workers

Minister of Foreign Relations, Skills Development, Employment and Labour Relations, Dinesh Gunawardena met with the Secretaries and senior officials of the Ministry of Foreign Relations, the Ministry of Skills Development, Employment and Labour Relations and the Sri Lanka Bureau of Foreign Employment (SLBFE), today (10 April 2020), at the Ministry of Foreign Relations, to discuss ramifications emanating from the present Coronavirus pandemic to Sri Lankan migrant workers abroad and to explore possible mechanisms to assist these Sri Lankans.

“මේ අවස්ථාවේදී ශ්‍රී ලංකාවේ සිටින දෙමාපියන් පිටරට සිටින තමන්ගේ දරුවන්ගේ ඒ වගේම තම පවුලේ සාමාජිකයන්ගේ ආරක්ෂාව සම්බන්ධයෙන් සිත් පීඩාවෙන් සිටින බව පැහැදිලියි. එහෙත් ඔවුන්ට අපගේ තානාපති කාර්යාලයක් එක් දුරකථන ඇමතුමක් ලබාදීමෙන් සම්බන්ධ කරගත හැකි නිසාත් ඔවුන්ට පවතින ගැටළු සම්බන්ධයෙන් අප තානාපති කාර්යාල ගත හැකි සෑම පියවරක්ම ගන්නා නිසාත් මෙසේ පීඩාවට පත්වීමට හේතුවක් නැහැ. විශාල ආපදාකාරී තත්ත්වයක් උද්ගත වුවහොත් ශ්‍රී ලංකා රජය ඔබගේ දරුවන් හා හිතෛශීන් වෙනුවෙන් පෙනී සිටින බව අපි පැහැදිලිව කිවයුතුයි. විදේශ සබඳතා අමාත්‍යංශය ඉදිරියේදී ඇති විය හැකි තත්ත්වයන් පිළිබඳ නිරන්තර විශ්ලේෂණයකින් පසුවන අතරම ඒ සම්බන්ධයෙන් අවශ්‍ය පියවර ගැනීමේ පෙර සූදානමකින් පසුවෙනවා. එසේම මෙම තත්ත්වය පහව යන විට ආර්ථික අංශයේ උද්ගත වන ගැටලු සහ අභියෝගයන්ට මුහුණදීමට අවශ්‍ය පසුබිමද අප මේ මොහොතේ සිට සකස් කරමින් පවතිනවා”.

විදේශ ලේකම් රවිනාථ ආර්යසිංහ  මහතා මෙම කරුණු පැහැදිලි කිරීම සිදුකළේ  කෝවිඩ් 19 වෛරසය ලොව පුරා ව්‍යාප්ත වන විට එම වෛරසය නිසා ශ්‍රී ලංකාවට එල්ල වෙන බලපෑම් සහ විදේශගත ශ්‍රී ලාංකිකයන්ට එම හේතුවෙන් උද්ගතව ඇති ගැටළු වෙත මුහුණදීම සඳහා විදේශ සබඳතා අමාත්‍යංශය සහ විදෙස් දූත මණ්ඩලයන්ගේ කාර්යභාරය, ඒවායේ දායකත්වය සහ පෙර සූදානම සම්බන්ධයන් පසුගිය අප්‍රේල් මස 04 දින අද දෙරණ නාලිකාවේ විකාශය වූ ‘හයිඩ් පාර්ක්’ විශේෂාංගයේදී  මාධ්‍යවේදිනි ඉන්දීවරි අමුවත්ත හා එක් වෙමිනි. “ලෝකයේ  විවිධ ප්‍රදේශයන්හහි මෙම ‘කෝවිඩ් 19’ වෛරසය නිසා නිසා උද්ගතව ඇති ගැටලු විවිධාකාරයි. උදාහරණ ලෙස දකුණු ආසියාවේ රටවල විශාල ශ්‍රී ලාංකික සිසුන් පිරිසක් සිටිනවා. ඒවගේම ශ්‍රී ලාංකික ආයෝජකයින්ද මේ රටවල විසිරී සිටිනවා. වර්තමානයේ ඔවුන්ගේ ප්‍රධාන ගැටලුව ආපසු ශ්‍රී ලංකාවට පැමිණීමයි. අපි මැදපෙරදිග දෙසට යොමුවුනොත් එහි සේවය කරන ශ්‍රමිකයන්ගේ සංඛ්‍යාව මිලියන 1.5 පමණ වෙනවා. ඔවුන් දැන් මුහුණදෙන්නේ සිය රැකියාව අහිමිවීම සහ ඉන් පසු ජීවතය ගෙනයාම කියන ගැටලුවලට.  යුරෝපයේ සහ ඕස්ට්‍රේලියාවේ වෙසන ලාංකිකයන් සිය ආරක්ෂාව සම්බන්ධයෙන් සිත් පීඩාවට පත්වෙලා. මෙම සියලු කරුණු සැළකිල්ලට ගෙන අපි ‘කන්ටැක්ට්  ලංකා’ කියන වෙබ් පිටුව නිර්මාණය කළා. අපගේ අරමුණ මිලියන 2.6 පමණවන විදෙස්ගත ලාංකිකයන් සමග සෘජුව සම්බන්ධවීමයි.  ඔවුන්ට අවශ්‍ය සහාය ලබාදීමයි. මෙම වෙබ් පිටුව පසුගිය මාර්තු 26 වැනිදා දියත් කළ පසු මේවන විට 45,770 ක පිරිසක් එහි ලියාපදිංචිවී සිටිනවා.  ඒ හරහා අපට විදෙස්ගත  ලාංකිකයන්ගේ සමහර ගැටලු පැය කිහිපයක් ඇතුලත විසඳීමට හැකියාවක් ලැබුනා. පසුගිය දිනවල එවැනි සිදුවීම් රැසක් වාර්තා වුනා”  ආර්යසිංහ මහතා පැවසීය.
