STATEMENT BY H.E. MR. SUKHBOLD SUKHEE, AMBASSADOR, PERMANENT REPRESENTATIVE OF MONGOLIA TO THE UNITED NATIONS ON MEASURES TO ELIMINATE INTERNATIONAL TERRORISM

Madam Chair,

At the outset, it is my great honor and privilege to congratulate you and bureau members on their election of the Committee. My delegation assures you of our full cooperation and steadfast support during this session of the Committee.

            My delegation aligns itself with the statement made by the distinguished representative of the Islamic Republic of Iran on behalf of the Non-alignment movement.

Madam Chair,

Terrorism continues to pose its grave threats to the international peace and security. Since the adoption of the United Nations Global Counter-Terrorism Strategy, during these 12 years, international community has seen a progress in its implementation. However, the rise of new types of terrorism-related threats, especially, cyber space that became the breeding ground for the terrorists and its activities creates new challenges for all of us.

 

We fully share the stance of the Secretary General of the United Nations that the frontline against terrorism is increasingly in cyberspace, terrorists are exploiting social media, encrypted communication and the dark web to spread propaganda, recruit new followers and coordinate attacks.    

            It is our concern that connection of the terrorism and cyber space becomes tighter, so that planning, financing and perpetration of the terrorist attacks now more difficult to detect and prevent. 

Madam Chair,

            We do believe that effective combating against terrorism could only be fulfilled through international cooperation and collaboration. Therefore, the Government of Mongolia has joined to the “Code of Conduct towards achieving a World Free of Terrorism” launched by Kazakhstan last week. 

            Also, I would like to commend Secretary-General’s leadership on the establishment of the UN Office of Counter-Terrorism and appointment of new Under-Secretary-General of the Office of Counter-Terrorism to provide strategic leadership to the global counter-terrorism efforts.

Madam Chair,

            The Government of Mongolia has ratified 13 international conventions on countering terrorism. The National Counter-Terrorism Coordinative Council has launched “Plan of Action on Preventing and Combating Terrorism from 2017-2020” and its implementation is already in force.

            Within the framework of its implementation of the Plan of Action, the Government of Mongolia will organize National capacity-building workshop on Countering the financing of terrorism to be held in October, 2018 in Ulaanbaatar, Mongolia with the UN Office of Counter-Terrorism. We believe this workshop will benefit to promote capacities of the law enforcements of Mongolia and share best practices on combating against terrorism.

Madam Chair,

            My delegation reiterates its full support of the Global Counter-Terrorism Strategy with all its reviews and Action Plan of the Secretary-General of the UN in regard of international terrorism and violent extremism.

            Mongolia is strongly emphasizing the central role of the United Nations as the appropriate framework for the coordination of counter-terrorism efforts, and the crucial role played by its system-wide, including in matters concerning technical assistance.

Madam Chair,

            In conclusion, my delegation reiterates its full commitment to cooperate with Member States in our joint endeavors for peace and security of all our peoples and effective implementation of the United Nations Global Counter-Terrorism Strategy, as well as the resolutions related to review of the Strategy.

            I wish to assure our strong support for a fruitful outcome of this session under your able leadership.
