UNGASS ON THE WORLD DRUG PROBLEM CONCLUDED IN NEW YORK

The UN General Assembly Special Session on the world drug problem (UNGASS) took place in New York on 19-21 April 2016. 

Delegates of the Special Session recognized that the world drug problem affects virtually every nation and all sectors of society and  underlined that there is pressing need for effective, compassionate, humane global response and people centered global drug policies to tackle the problem. The UNGASS adopted an outcome document entitled "Our joint commitment to effectively addressing and countering the world drug problem" where Member States reaffirmed their commitment to the goals and objectives of the three international drug control conventions, as well as their determination to "tackle the world drug problem and actively promote a society free of drug abuse."

The UNGASS was attended by the Mongolian delegation led by Mrs.Jigmeddash BAYARTSETSEG, State Secretary, Ministry of Justice.

While addressing the plenary meeting of the UNGASS on 21 April 2016, Mrs.J.Bayartsetseg reaffirmed the government's full commitment to the effective implementation of the three international Drug Conventions and "The Political Declaration and Plan of Action on International Cooperation towards an Integrated and Balanced Strategy to Counter the World Drug Problem", adopted in 2009, to reduce significantly by 2019, the cultivation and production of drugs, the demand for drugs and related health and social risks.

The State Secretary J.Bayartsetseg stressed the national experience including 2012 Program to increase awareness of drug problem among the public with specific focus on youth and students,  capacity building training programs for law enforcement officers, particularly police and border officers and establishment of inter-agency National Committee with 21 crime prevention sub-committees to prevent, combat, and take effective measures against drug. Furthermore, she elaborated the national comprehensive Criminal Justice Reform aimed at combating the newly emerging and transnational crimes, including illicit drug trafficking and the abolishment of death penalty for all crimes including drug related crimes.  

The State Secretary J.Bayartsetseg also made intervention at the Ministerial roundtable "Supply reduction and related measures; responses to drug-related crime; and countering money-laundering and promoting judicial cooperation" and had bilateral meetings with relevant UN officials.
