STATEMENT BY MR. SUKHBOLD SUKHEE,
AMBASSADOR, PERMANENT REPRESENTATIVE OF MONGOLIA
TO THE UNITED NATIONS
ON MEASURES TO ELIMINATE INTERNATIONAL TERRORISM

 

Mr. Chairman,

At the outset, I wish once more to congratulate you on your election and pledge my delegation’s full support in discharge of your important duties ahead.

Mr. Chairman,

Recently UN Member States have marked 10th anniversary of the UN’s Global Counter - Terrorism Strategy and this strategy has been reviewed biennially. It proofs once again that UN Member States can be united under one strategy, even though they could not say what is terrorism means by and large.

The UN General Assembly has made clear that the primary responsibility for the implementation of the Strategy rests with Member States. In this regard my country is fulfilling its obligations in front of the International Community.

It is clear that since its adoption the United Nations Global Counter-Terrorism Strategy has seen important progress in its implementation, but has also encountered challenges, especially with the rise of new types of terrorism-related threats as we call it the violent extremism, that could fuel and trigger the terrorist groups. Today we acknowledged that the terrorism expands both physically and politically, improving their method of terrorizing the rest of the world. This year of 2016 has been a year with monthly terrorist attacks.

Mr. Chairman

While combatting terrorism UN Member states, regional and sub-regional entities on international terrorism must act according to the rule of law with great respect of human rights. By and large, our delegation wants to express that all pillars of UN Global counter-terrorism strategy must be coordinated according to international norms of legitimacy.

My country respects of all human rights, inter alia through the establishment of the National Human Rights Commission (NHRC). In order to enhance its work of Commission, we will continue to engage in the constructive dialogues with the United Nations human rights mechanisms. 

In its action plan for 2016-2020, the Government of Mongolia states that implementation of program on preventing and combating new types of crime such as money-laundering, human trafficking, drugs, cyber-crimes and violent action could be vital for saving citizens lives.

My delegation reiterates its full support of the Global Counter-Terrorism Strategy with all its reviews and Action Plan of the UN Secretary-General in regard of international terrorism and violent extremism.

Mongolia is strongly emphasizing the central role of the United Nations as the appropriate framework for the coordination of counter-terrorism efforts, and the crucial role played by its system-wide, including in matters concerning technical assistance.

In conclusion, my delegation reiterates its full commitment to cooperate with Member States in our joint endeavours for peace and security of all our peoples and effective implementation of the United Nations Global Counter-Terrorism Strategy, as well as the resolutions related to review of the Strategy.

I wish to assure our strong support for a fruitful outcome of this session under your able leadership.
