Global forum on "Education in the field of human rights". Samarkand, December 5-6, 2022

On December 5-6, 2022, the Global Forum on "Education in the field of human rights" will be held in Samarkand. The initiative to hold this prestigious international conference was put forward by the President of the Republic of Uzbekistan at the 76th session of the United Nations General Assembly and the 46th session of the UN Human Rights Council.

The national organizer of the global forum is the National Human Rights Center of the Republic of Uzbekistan on behalf of the Government of the Republic of Uzbekistan.

It is organized in cooperation with Samarkand Global Forum Office of the UN High Commissioner for Human Rights; Regional Office of the High Commissioner for Human Rights for Central Asia; UNHCR, UN team in our country; UNICEF, Organization for Security and Cooperation in Europe Office for Democratic Institutions and Human Rights; Office of the Coordinator of OSCE Projects in Uzbekistan; the Council of Europe and the Friedrich Ebert Foundation.

Human rights education experts from different countries of the world, foreign and international experts, state bodies, international and regional organizations, specialized educational institutions, representatives of non-governmental non-profit organizations and other institutions of civil society, high-ranking officials - a total of more than 120 foreign guests will participate in the global forum.

The holding of the Samarkand Global Forum in a hybrid format under the auspices of the UN allows a wider audience from all over the world, experts in the field to participate virtually and participate in discussion sessions.

At the opening ceremony of the Samarkand Global Forum, the address of the President of the Republic of Uzbekistan Shavkat Mirziyoyev will be read and video messages of the United Nations Secretary-General Antonio Guterres and the UN High Commissioner for Human Rights Volker Türk will be shown, as well as the Chairman of the UN Human Rights Council, Ambassador Federico Villegas, Security and Cooperation in Europe Matteo Meccacci, Director of the Organization's Office for Democratic Institutions and Human Rights, Yakumopoulos Christos, Director General of the Council of Europe's Directorate for Human Rights and Rule of Law, is expected to attend with introductory remarks.

Members of the government, heads of chambers and committees of the Oliy Majlis, representatives of ministries and organizations, educational and scientific institutions, civil society institutions will participate in the work of the global forum.

The Global Forum will be dedicated to the 10th anniversary of the Declaration on Education and Training in the field of Human Rights. This Declaration was adopted by the UN General Assembly in December 2011.

On December 10, 2004, the UN General Assembly also announced the World Education Program in the field of Human Rights. The Office of the United Nations High Commissioner for Human Rights is designated as the coordinator of the implementation of the World Education Program.

The World Program of Human Rights Education is a continuous, ongoing initiative. In the past, the World Education Program national human rights education efforts have been implemented in three phases, and the fourth phase, which will last until 2024, is being implemented consistently.

The main goal of the Samarkand Global Forum is to summarize the intermediate results of the implementation of the UN Declaration on Human Rights Education and the UN World Education Program on Human Rights Education. Also, organizing the presentation of best practices, practices and innovative approaches in the same field, exchanging opinions and recommendations on improving the education system in the field of human rights at the international, regional and national level.

The first plenary session of the global forum will be devoted to the theme "UN Declaration on Education and Training in the Field of Human Rights: Results and Contemporary Issues". It discusses the implementation of this Declaration, principles and approaches to ensure effective human rights education, achievements and lessons learned in light of technological changes, and contemporary challenges in the field of human rights education in different parts of the world.

The first day of the global forum will also include 4 parallel sessions.

First session: "Human rights education for school-aged children: principles, approaches and contemporary issues";

Second session: "Human rights education in higher education institutions: principles, approaches and contemporary issues (COVID-19, technology development, internet resources, geopolitics, etc.)";

Third session: "Provision of continuing education in the field of human rights through professional institutions (courts, law enforcement agencies, lawyers): principles, approaches and contemporary problems";

Fourth session: "Informal Human Rights Education for Civil Society: Principles, Approaches and Contemporary Issues (Focusing on Gender, Inclusion, Migration and Media)".

The second day of the global forum will begin with the second plenary session on the topic "Improving the system of education and personnel training in the field of human rights at the international, regional and national levels". At the international, regional and national levels, opinions are exchanged and recommendations are developed on the improvement of the education and training system in the field of human rights.

"Master-classes on human rights" will be organized as part of the side-event. Lectures on 6 topics will be heard and discussed for different groups online and offline.

On this day, award ceremonies will be held for the winners of the republican competition on the topic "Education and research in the field of human rights" and the winners of the badge "For the protection of human rights".

At the end of the global forum, it is planned to present and adopt the final document on human rights education.
