On the case of S.Saipov

On October 31, 2017, a terrorist act happened in New York city, in the commitment of which a 29-year-old citizen of Uzbekistan Sayfulla Saipov is being suspected. 

Competent authorities of the Republic of Uzbekistan confirm this assumption. Saipov Sayfulla Habibulaevich was born on February 8, 1988, in Tashkent. In 2005 he graduated from a vocational college, and in 2005-2009 studied at the Tashkent Financial Institute. After graduation, he got a job as an accountant in the hotel "Sayokhat" in Tashkent. Prior to his departure to the United States, S.Saipov was not brought to criminal responsibility and as a whole was not under the surveillance of law enforcement bodies. 

In 2010 Sayfulla Saipov won a green card visa lottery and in the same year left for the United States. In the last few years, he was in a civil marriage with a native woman of Uzbekistan, also temporarily residing in the United States. From that moment S.Saipov never visited Uzbekistan and did not see his parents who still live in Tashkent. 

Being in the USA, Sayfulla Saipov did not get the registration in consular sections of the diplomatic missions of Uzbekistan as it is required by the existing legal norms. 

Neighbors in makhalla (local community in Uzbekistan) described S.Saipov quite positively: according to them, he did not provoke any suspicions, always kept a low profile and used to be friendly in relation with others. He was brought up in a good family environment. His parents preached traditional Islam and have never been noticed in communications with any extremist groups. 

After moving to the USA, Sayfulla Saipov became introverted, fell under the influence of radical groups. This was also acknowledged by the American media with reference to those who knew him. 

The President of the Republic of Uzbekistan Shavkat Mirziyoyev in his message to the President of the United States Donald J. Trump expressed his deepest condolences with regards to the terrorist act in New York that took away the lives of innocent people. The head of our country confirmed the readiness of Uzbekistan to provide all possible assistance to the investigation of the terrorist act.
