Statement by Mr. Soukkhaphone Sisamouth, Third Secretary, at the General Discussion of the Second Committee agenda item 18 on Sustainable development

Mr. Chair,

1. My delegation aligns itself with the statements delivered by the Philippines on behalf of ASEAN, and to be delivered by Iraq on behalf of the G77 and China.
I would like to add the followings in my national capacity.

2. We remain firmly committed to implementing the 2030 Agenda for Sustainable Development. As an LDC and LLDC, the Lao PDR faces unique structural challenges, including those arising from climate change and global economic uncertainty. Despite these pressures, we have made notable progress.

3. The Lao Government has integrated the SDGs into our national development frameworks, particularly through previous and current National Socio-Economic Development Plans (NSEDPs). The next NSEDP is under formulation and will reflect our new priorities as we approach post-LDC graduation.

4. For us, the SDGs are not just global goals, but they are our national imperative. Our SDG18, “Lives safe from unexploded ordnance (UXO)”, reflects unique
challenges that hinder development. While progress has been made, UXO remains a significant obstacle. Thus, we call for continued international support to address this longstanding issue.

Mr. Chair,

5. Climate change continues to undermine our sustainable development gains. The Lao PDR is increasingly affected by floods, droughts, and extreme weather, particularly in rural areas. Despite our minimal contribution to global emissions, we face disproportionate impacts. We urge our development partners to uphold their climate finance commitments, including the provision of USD 100 billion annually to assist vulnerable countries.

6. International cooperation is indispensable. We emphasize the need for strengthened partnerships, financial support, capacity-building, and technology transfer, especially for countries in special situations. As we prepare for our smooth transition from LDC status by 2026, enhancedinternational support is vital to ensure that this process is sustainable and irreversible.

7. In conclusion, my delegation reiterates its strong commitment to the 2030 Agenda and urges the international community to redouble efforts, so no one and no country is left behind, by fulfilling commitments to support countries in special situations and achieve our shared development objectives.
