"Sparing Water from Armed Conflicts for Enhanced Protection of Civilians – A Launch of the Global Alliance"

Excellencies,

May I first thank Slovenia, Switzerland and Geneva Water for organizing this roundtable and for laying the foundation for the Global Alliance to Spare Water from Armed Conflicts.

As a country that adheres to the protection of civilians and critical infrastructure in armed conflicts, the Philippines is a proud partner of this roundtable side event during the Protection of Civilians Week here at the United Nations.

Global Alliance to Spare Water from Armed Conflicts

I would like also to confirm that the Philippines has agreed to join the Global Alliance to Spare Water from Armed Conflicts.  

We strongly support the Alliance’s advocacy for respect and implementation of international law to protect freshwater and related installations at the international, regional and domestic levels.

We will also contribute in the Alliance’s efforts to raise awareness about the direct and indirect impacts of armed conflicts on water resources and infrastructure, as these impacts have profound consequences on the environment and across a spectrum of interlinked sectors directly affecting civilian populations.

This awareness campaign will not just contribute in highlighting the importance of protecting water in conflict zones, but, more importantly, mobilizing public opinion and political will.

International Support and Cooperation

Water resources and infrastructure are often collateral damage in armed conflicts, which exacerbates humanitarian crises and endangers civilians.

Therefore, enhanced protection of water resources is essential for civilian safety and well-being.

International support and cooperation, including community involvement and regional agreements, is crucial for the protection of water resources, ensuring mutual benefits and reducing the risk of conflict.

Peacekeeping operations may also be given mandates to protect water infrastructure and to ensure safe access for civilians in conflict zones.

Sustainable Development Goal

Indeed, the international community has the obligation to protect water resources, both in time of peace and during conflict.

The UN Environment Programme (UNEP) emphasizes that Sustainable Development Goal 6 (SDG6) goes beyond drinking water, sanitation and hygiene to also address the quality and sustainability of water resources, which are critical to the survival of people and the planet. 

It stresses that the 2030 Agenda recognizes the centrality of water resources to sustainable development and sustainable management of water resources and access to safe water and sanitation are essential for unlocking economic growth and productivity, and provide significant leverage for existing investments in health and education.

Sparing water from armed conflicts requires coordinated efforts from the international community in close cooperation with local communities and stakeholders.

This is critical to safeguard water resources during armed conflicts and enhance the protection and resilience of civilian populations.
