Thank you, Mr. Chair,
On behalf of the Philippines, I would like to reiterate our support for Egypt and Slovenia as co-facilitators of the 2025 Peacebuilding Architecture Review (PBAR). We note the comprehensive elements paper that they had just circulated.
The PBAR this year is critical as multilateralism is being threatened by emerging and current challenges. The Peacebuilding architecture should indeed be fit for purpose in a rapidly evolving global architecture.
We note the co-facilitators’ acknowledgment that although PBAR will not be an easy process, it will be open, transparent, inclusive and comprehensive in decision-making as well as in the negotiations to come up with the twin resolutions for consideration of the General Assembly and the Security Council.
We support the co-facilitators that PBAR should translate pledges into concrete steps, and demonstrate that peacebuilding ideals can be achieved through dedicated implementation.
Indeed, this year’s PBAR provides a critical opportunity to strengthen peacebuilding tools, including assessing the effectiveness, coherence, and impact of the Peacebuilding Commission (PBC), the Peacebuilding Fund (PBF), and the Peacebuilding Support Office (PBSO).
Additionally, the Philippines would like to underscore the following:
First, peacebuilding should always be nationally-owned and nationally-led because “the localization of peace” is an important investement in capacity building for efforts in sustaining peace;
Second, women and youth participation in peace processes and peacebuilding through the WPS and YPS agenda should be cardinal principles of the PBAR, to make peacebuilding more sustainable and legitimate;
Third, there is a need to build national capacities, implement results-oriented approach, and enhance support for national peacebuilding initiatives as they contribute to conflict prevention and peacebuilding efforts;
Fourth, joint analyses, planning, and coherent implementation, with peacebuilding integrated at all stages of UN engagement, are essential for successful transitions;
Fifth, early warning tools are needed for the prevention of instability and conflict, as peacebuilding is not just about dialogue but also about cohesiveness and effectiveness in responding to conflicts, and the need to address their root causes;
Finally, we expect the review to spotlight the chronic underfunding of peacebuilding efforts and to seek to mobilize predictable and sustained financing, including through assessed and voluntary contributions, strategic partnership with IFIS, multilateral and regional banks, or even south-south cooperation.
