Fourth Committee Plenary Meeting: On the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA)

Madam President,

The Philippines thanks UNRWA Commissioner-General Philippe Lazzarini for his comprehensive briefing.

We note and share Mr. Lazzarini’s and the international community’s grave concerns about the unprecedented threats facing UNRWA's ability to fulfill its mandate, and the importance of UNRWA in maintaining hope for the well-being of Palestinians until a political solution of the current conflict is met. 

We also note the recent statement by Secretary-General António Guterres that there is currently no realistic alternative to UNRWA for delivering education, healthcare, and social services to Palestinian refugees, and that restrictions on its activities would leave refugees without the needed essential services and support.

In this regard, the Philippines reiterates its support for UNRWA and commends its enduring commitment and dedication in providing critical services to the Palestinian people, even in conflict zones.

UNRWA provides essential services to millions of Palestinian refugees in the Middle East, particularly in Jordan, Lebanon, Syria, the West Bank, and Gaza. These services help alleviate poverty and improve living conditions in vulnerable communities.

We are thus very concerned with recent developments that impede on this important work of UNRWA; and stress the importance of supporting the work of UNRWA to protect the delivery of vital services.

One of UNRWA’s key contributions is its education program, which operates hundreds of schools and educates over half a million children. By providing access to quality education, UNRWA helps empower young Palestinians, giving them opportunities for a better future.

UNRWA also operates health centers and clinics to deliver preventive and curative healthcare services. This support is crucial for communities where access to adequate healthcare is very limited, helping to improve overall public health and reduce infant mortality rates.

In firm solidarity with the Palestinian people and in support for the work of UNRWA, I am pleased to inform that the Philippines contributed US$100,000 this year to the Programme Budget of UNRWA, doubling our current voluntary financial contribution.

To further enhance UNRWA’s effectiveness, efficiency, and credibility, we commend UNRWA for accepting the Colonna Report and its plan to establish an action plan to implement the recommendations contained in the final report.

To conclude, the Philippines fully appreciates and strongly supports UNRWA’s work as vital in addressing urgent humanitarian needs, promoting human development, and supporting regional stability. Its efforts are instrumental in helping Palestinian refugees live with dignity until a long-term resolution to their status can be achieved.
