Distinguished Co-Facilitators,
The Philippines commends and supports your efforts and approaches to ensure that the Pact for the Future will be a ground-breaking document, which is:
- Strategic, appropriate for Heads of State and Government;
- Characterized by a high level of ambition; and
- Action-oriented, both in substance and structure.
On substance, the Philippines would like to emphasize the following:
First, as a maritime country, we support a strong language that recognizes the primacy of the UN Convention on the Law of the Sea (UNCLOS) on maritime security and cooperation.
UNCLOS is considered the constitution of the oceans. It already provides the most comprehensive regime of law and order on matters related to the oceans and seas. The Pact for the Future should therefore affirm the primacy of UNCLOS in all activities related to the oceans and seas and strengthen maritime security and cooperation.
Second, as a strong supporter for the positive contribution of migration to sustainable development and the commitment to maximize this contribution, we reiterate our recommendation for a strong language on migrants, including
- strengthening international cooperation to protect the human rights and welfare of all migrants; and
- recognizing the important role migrants play in increasing social, cultural and economic ties between peoples and nations, thus building bridges and contributing to peace.
Third, we reiterate our view that the Pact for the Future should bolster the primacy of diplomacy and international law, including the peaceful settlement of international disputes.
Fourth, the Pact of the Future should transform multilateralism, bring to fruition the purposes of the UN Charter, and build trust, transcending our differences and committing towards making peace, justice and sustainable development a reality for all our peoples.
Finally, we support the PGA’s suggested topics and modalities for organization of the interactive dialogues of the Summit of the Future to ensure a productive and successful Summit.
