NEW YORK, 18 October 2012 – The signing of the Framework Agreement on the Bangsamoro was highlighted during a recent meeting of the Security Council here, described by the Permanent Mission of the Philippines as “a clear victory for peace and justice in our corner of the world.”

In his statement during the Security Council meeting on the agenda item on “The promotion and strengthening of the rule of law in the maintenance of international peace and security,” Ambassador Eduardo Jose de Vega, Chargé d’Affaires, a.i. of the Permanent Mission of the Philippines to the United Nations, underscored that the rule of law “is a cornerstone of President Benigno S. Aquino III’s programme of good governance.”

“The strict implementation of the rule of law demonstrates our Government’s commitment to carry out its responsibilities and obligations in a democratic environment,” Ambassador de Vega said, adding that “Adherence to the rule of law has contributed to the further strengthening of our democratic institutions and processes and has translated into significant inroads in economic growth” and has “allowed us to act responsibly as a member of the community of nations.”

Ambassador de Vega pointed out, that “Our country’s adherence to the rule of law includes our commitment to settle differences and conflicts not by resort to arms but through positive engagement and negotiations” and stressed further that this commitment was “demonstrated in the historic signing on 15 October 2012 of the Framework Agreement between the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF).”

The Framework Agreement was signed on October 15 2012 in the presence of President Benigno S. Aquino III and Malaysian Prime Minister Najib Tun Razak. It was also witnessed by the Organization of Islamic Cooperation Secretary General Ekmeleddin Ihsanoglu. END
