11 May 2011 United Nations, New York Assistant Secretary Leslie Gatan (center) acting as Chair listens intently as discussions continue during the Meeting of Governmental Experts (MGE) on the UN Program of Action on Small Arms and Light Weapons (SALWs). ASec. Gatan was elected Vice Chair of the meeting which gathered all UN Member States to share views and exchange best practices in terms of marking, record keeping, and tracing small arms and light weapons. Arms tracing is seen as vital in curbing and preventing the illicit trade of SALWs that may be used by non-State actors, including terrorist cell groups. To the right of Asec. Gatan is Pamela Maponga of the UN Office of Disarmament Affairs and to his left is Tatyana Shestakova, Secretary of the Meeting of Governmental Experts. END
