WELCOME. Foreign Affairs Secretary Alberto G. Romulo welcomes United Nations Secretary General Ban Ki-moon to the reception he hosted in honor of Ambassador Libran N. Cabactulan, Philippine Permanent Representative to the UN and President of the 2010 Review Conference of States-Parties to the Treaty on the Non-Proliferation of Nuclear Weapons at the UN Headquarters in New York.
