PHILIPPINE APPEAL. Foreign Affairs Secretary Alberto G. Romulo and United Nations Secretary General Ban Ki-moon emerge from their meeting at the UN Headquarters in New York on Monday, 28 September 2009. During their meeting, Secretary Romulo conveyed President Gloria Macapagal Arroyo’s appeal for international humanitarian assistance in the wake of the devastation wreaked by tropical storm Ondoy that triggered massive floods over the weekend that killed at least 140 people and displaced 500,000 in Metro Manila and 25 other provinces. The Secretary General responded positively to the appeal and said the UN will issue a flash appeal for emergency relief and will coordinate the flow of humanitarian assistance from the international community. Looking on are Foreign Affairs Undersecretary Rafael Seguis and Ambassador Libran Cabactulan.
