The Tuvalu Permanent Representative, Dr. Tapugao Falefou, was honoured to deliver a statement on behalf of the Pacific Small Island Developing States (PSIDS) during the Fifth Committee's consideration of the proposed Programme Budget for 2027. The statement highlighted the importance of ensuring that the United Nations is adequately resourced to implement all approved mandates and maintain a balanced focus across its pillars of peace and security, development, and human rights.

Speaking on behalf of the twelve PSIDS members, Dr Falefou emphasized the importance of reforms that strengthen the effectiveness of the United Nations while remaining transparent, inclusive, and Member State-driven. He underpinned that the United Nations presence in the Pacific, including its Multi-Country Offices and Resident Coordinator system, remains essential for supporting the unique needs and circumstances of Pacific Small Island Developing States.

Dr. Falefou added that the PSIDS also called for the timely and full payment of assessed contributions by all Member States, noting that the regular budget is a vital instrument for delivering mandated programmes and supporting countries and communities most in need.

He further stressed that institutional reforms should be measured not only by efficiency gains, but also by their ability to reduce administrative burdens and improve access to support for vulnerable and capacity-constrained States.

Dr. Falefou concluded by saying that the Pacific Small Island Developing States remain committed to constructive engagement in the Fifth Committee's deliberations and to advancing a United Nations that is responsive, effective, and capable of meeting the needs of all its members, particularly the most vulnerable.
