Syria’s Permanent Representative to the United Nations Dr. Bashar al-Jaafari on Tuesday stressed that the plague of terrorism will “rebound” on the governments funding it and on other states sooner or later, stressing the need that the UN member states assume responsibility with regard to halting the trafficking of weapons, ammunition and terrorists across borders of Syria’s neighboring countries.

In a statement cited before the First Committee on Disarmament and International Security on the sidelines of the 71st session of the UN General Assembly, al-Jaafari said that the world is facing many challenges, on top of which the spread of weapons of mass destruction and the nuclear weapons in particular, as some nuclear states threaten others of using these weapons against them, in addition to the phenomenon of excluding Israel from the Non-Proliferation Treaty (NPT).

Additionally, the most dangerous phenomenon that is threatening the world today is supporting, arming, training and funding by some states including UNSC permanent member states to terrorist groups listed on UNSC lists, al-Jaafari added, clarifying that these terrorist groups use chemical weapons.

The Senior Diplomat said that the call of the majority of states upon “Israel” to join NPT comes in light of a mass conviction that “Israel” will not join it as long as the USA, Britain, France, Canada, Germany, Australia and others protect the Israeli unclear program and contribute to developing it.

He continued to say that the foiling of NPT Review Conference by the USA and Britain rises to the level of moral scandal in terms of protecting the continuation of “Israel’s” possessing nuclear weapon and covering up its state of non-joining NPT, which could be seen as a blatant violation of all NPT provisions and a practical translation of the nuclear hypocrisy policy adopted by these two nuclear states.

Al-Jaafari renewed call upon the UN member states to work on making the Middle East free of nuclear weapons and all weapons of mass destruction, reminding of the initiative proposed by Syria in 2003 during its UNSC membership on this issue where it also stressed the inalienable right of the states parties in NPT in accordance with provisions of article 4 to obtain peaceful nuclear technology.

Al-Jaafari expressed Syria’s strong condemnation of the crime of using chemical weapons, stemming from its convection that using weapons of mass destruction, including chemical weapons, is unethical and rejected.

Al-Jaafari indicated that Syria was been adhered to all of its commitments as a result of joining the agreement despite the difficult circumstances which it is passing through, adding that the third and not final report presented by the Joint Investigative Mechanism(JIM) and what it included of charges against Syria regarding the use of “chlorine in Talmenes and Sarmin” is full of gaps and contrasts which refute the conclusions reached by the report.

He said that a little number of states have used the report to defame Syria despite that the report doesn’t include any material evidence on the usage of chemical weapons or on those who used it, taking into consideration that all the areas studied by the Mechanism are under the control of the terrorist groups and the report didn’t include any medical reports on the cases of people who allegedly were affected by toxic materials despite that they were taken to medical centers.

Al-Jaafari added that the report mentioned that the proposed videos on the accident of Talmenes were filmed on April 23rd, 2014 while alleged accident took place on April 21st and this proves that the videos were fabricated, indicating that according to the article 41 in the page 79, the TNT was found inside cylinders and these results don’t have a logical explanation.

He said that Syria has a lot of notes on the gaps in the third report of the Mechanism and they were sent to the Mechanism and the Security Council, clarifying that the report has been built on conclusions on the possibility of using chlorine by the Syrian side and the conclusions have been built on false testimonies by witnesses provided by the armed terrorist groups.

He went on saying that what was mentioned in the report exposes the fabrications made by those who support the armed terrorist groups, referring to the press conference of the Russian Defense Minister in which he talked about the intentions of the terrorist groups in Syria to use chemical materials against the army and the civilians in the neighborhoods of Aleppo.

Al-Jaafari added that on September 30th, the Syrian authorities obtained information on that chemical materials arrived in Aleppo and they were transported and stored underground under a depth of six meters in Saraqeb City in Idleb Province, and in this regard, two American women specialized in chemistry were seen returning to Turkey on September 6th after finishing the preparation of the chemical materials, while one of the experts “Mahmoud Hussein Abdullah” stayed in Syria to supervise the process of packaging the rocket shells.

In July and September of the current year, about 14 tons of  toxic substances had been brought in to Syria from the neighboring countries, including components of toxic gases for producing weapons of high destructive power and we informed the Council, the JIM and the 1540 Committee of those information ,  al-Jaafari went on to say.

The Syrian diplomat pointed out that Syria sent 63 letters to the UN Secretary General, the UNSC, the JIM and the 1540 Committee, warning  that the countries, which sponsor terrorism, supply the terrorist groups with chemical weapons to use them against the Syrian people and accuse the Syrian government of doing that.
