Issuance of New Passports

New passports (valid for a maximum of 10 years)
 
Sri Lankan citizen who are residing in the United States are eligible to apply for a Sri Lankan Passport. Ordinary passports are issued with the validity of 10 years from the date of issue. A new passport should be obtained on the expiration of validity period, lack of pages for visa endorsement or loss of current passport.
 
Issuances of all kind of travel documents (except emergency travel documents) and subsequent amendments on travel documents will be done at Department of Immigration and Emigration in Sri Lanka with the authority under the Immigrants and Emigrants Act No. 20 of 1948 and its regulations.
 
An application must be submitted to for a new passport if the validity period of the current passport is less than 06 months or the current passport has expired or running out of pages for visas.
 
Compulsory documents
  • Duly filled application (download)
  • Most recent Sri Lankan passport
  • Original Sri Lankan Birth Certificate (Translated copies are not accepted)
  • Three Photographs (standard photo format)
  • A Document to prove continuation of Sri Lankan citizenship (A Valid visa, A Resident card, Certificate of not obtain citizenship, Asylum/Refugees rejection letter or An Affidavit - (download Affidavit)
  • Sri Lankan National Identity Card (NIC)
    • if the original NIC is not available, a copy of the NIC or otherwise a self explanatory letter should be submitted. The letter should be addressed to:

  • Profession:
    • If the profession needs high level of qualifications e.g., Doctor, Engineer, Accountant, Quantity surveyor, etc…the applicant must provide educational qualification or professional membership status
    • For other executive professions, a service letter should be provided
    • For unskilled jobs e.g., labor, house maid, no documents is required
    • If the profession is already included in the previous travel document, no document is required.
  • Original Marriage Certificate (If the applicant is married and wishes to have spouse’s surname on the passport)
 
In addition to the compulsory documents, it is necessary to submit the additional documents required under the following circumstances.
 
If the current passport has lost / damaged (in addition to the compulsory documents)
  • Duly filled complaint form (download) – for lost passports
  • Police complaint/report from the nearest local Police department of the area of residence - for lost passports
    • Applicant’s name and the lost passport number (if available) must be mentioned in the Police complaint/report.
  • Regulations & fees for lost passports will be applied if the applicant failed to provide the damaged passport.
 
For children under 16 years old (in addition to the compulsory documents)
  • Parents consent letter (download format letter)
  • Parents current passports
    • If, one parent has died, the death certificate
    • If, parents are divorced, the court order indicating the legal custody of the child
    • If, an adopted child, the court order in respect of the adoption of the child
  • 5(2) Certificate (If born outside Sri Lanka) with Consular Birth Certificate
 
For Sri Lankan Dual Citizens (in addition to the compulsory documents)
  • Sri Lankan Dual Citizenship certificate
  • Valid foreign passport
  • Foreign naturalization certificate
  • If the Applicant born outside Sri Lanka and over 21 years of age those applicants need to submit an affidavit affirming that they will retain Sri Lanka citizenship (download format Affidavit)

The Prescribed Fee (for Ordinary Passports) w.e.f. 1st July 2019

For expired passports

  • For M or N series passport holders                - USD 158.00
  • For L, K and J series passport holders            - USD 373.00

For lost passports (all series) 

  • With a copy of bio page of lost passport        - USD 373.00
  • Without a copy                                          - USD 473.00

For minors passport (children below the age of 16)

  • Valid only for 03 years                                 - USD 129.00

 

Payment Options
Payments should be done at this Mission by cash / money orders / bank drafts /cheques.
 
Money orders / Certified cheques should be made payable to the “Permanent Mission of Sri Lanka to the United Nations, New York”.
Card payments are not acceptable.

Note:
  • Applicants are strictly required to present the originals of all the documents required with the application. Translated copies of any documents are not acceptable.
  • Submission of forged documents and making false declarations relating to citizenship is a punishable offense. Fees will not be refunded in these circumstances.
  • Incomplete applications will be rejected.
  • All original documents must be submitted along with photocopies.
 
Processing Time (Ordinary Passport)
Kindly be informed that the processing time will be 10 to 12 weeks for receipt of the new passport issued by the Department of Immigration and Emigration in Sri Lanka.
 
Note:
  • Processing time may subject to delay due to completeness and accuracy of the application and the supporting documents as may be considered necessary by the Department of Immigration and Emigration in Sri Lanka)
  • Further, applicants are advised to be vigilant regarding their respective dates of validity of the passports, availability of visa pages and etc. and lodge the applications in advance keeping provision for the period of time that it takes.
 
Return of the documents
Applicants will be informed once this Mission received their new passport. He/she is required to bring the current passport (except for lost passports) and cash receipt issued in order to collect the new passport.
 
If the applicant is unable to collect the passport personally he/she should send a nominated person with a letter of authorization to collect the passport on behalf of the applicant. The nominated person should provide the authorization letter along with his / her photo ID, the applicant's current passport, cash receipt.
 
At request of the applicant, the new passport will be returned by post.
 
If the return of the documents is desired by post, applicants in the United States may choose one of the following options and make payment in addition to the application fee:
  • Domestic Mailing Fee - Federal Express (FedEx)                – USD 20.00 (within United States)
  • International Mailing Fee - Federal Express (FedEx)           – Relevant Country Rate
This Mission is not responsible for any documents lost in the post.
