CONSULAR SERVICES:

Talofa lava, the Embassy of Samoa warmly welcomes you to our official website which provides general information about the Consular Services facilitated by the Embassy for nationals of Samoa residing in the United States of America and Canada, such as passport applications, certificate of identity and other official documents issued by the Government of Samoa as well as information related to the work of the Permanent Mission of Samoa to the United Nations in New York.

 

Application for Passport:

With reference to all passport inquiries, please ensure that all of the following under-stated requirements in bold are thoroughly understood and complied with before sending the requested documentation to the Embassy for onwards transmission to our Immigration Division in Samoa:

1.      A completed copy of the Samoan Passport Application Form (to be duly signed by the applicant and notarized/certified by a Notary Officer);  Click here to download the application form

  • Part A requires the seal and signature of the Notary Public just below the applicant’s signature and date;
  • Part B requires the signature of a national of Samoa who can be a Minister of the Church where the applicant lives in, an upstanding member of the society or holds a position of authority in the States etc.

2.   Original expired passport;

3.   Original Samoan Birth Certificate;

4.    Original and/or Notarized copies of other documentation required as the case may to confirm the different names used by the applicant for instance, (marriage certificate, court order of adoption or matai title certificate etc);

5.  Standard fee for new passport is US$220 and the requisite fee for the urgent issuance of a new Samoa passport is US$270;    Kindly note that Fees are payable to the Government of Samoa in Money Order or Certified Cheque (personal cheques are not acceptable);  

6.   Two passport photos each (one of which should be notarized by the Notary Officer);

7.   Notarized clear and coloured copies of your valid identification or ID such as their Driver’s license and Green card to be submitted for further verification purposes. You can make a copy of both US IDs on a single page;

8.    Please be sure to send your application documents together with a secured return Expressed Postage (e.g. DHS, Fed EX, UPS or TNT) for us to mail your Official Certificate of Identity back upon the receipt of approval from Samoa for expediency purposes.

9.     Mail your application documents package to the following understated address:

Applicants are further advised that a new Samoan passport takes about 8 to 10 weeks to be processed and sent back to us from Apia once it is issued. An expedited passport would take 4 to 6 weeks (if not earlier) to be processed then sent back to the Embassy once it is issued from Apia.

Please refer to the attachments for the application form and for the information on application fees, charges for the issuance of a new Samoan passport and the length of time for processing.

Certificate of Identity:

Nationals of Samoa residing abroad are expected to apply for their new Samoan passports once they are expired, lost or damaged as passports are required for any international travel. However, if a situation has occurred that warrants the applicant’s urgent need to travel without a valid Samoan passport, s/he can apply for a Certificate of Identity; a one-way travel document which is used in lieu of a passport to facilitate the urgency of the need to travel.

In this regard, please ensure that all of the requirements stated in bold below are thoroughly understood and complied with before sending the requested documentation to the Embassy for onwards transmission to our Immigration Division in Samoa:

 1.      A duly completed copy of the Samoan Passport Application Form:  Click here to download the application form

  • Part A requires the seal and signature of the Notary Public just below the applicant’s signature and date;
  • Part B requires the signature of a national of Samoa who can be a Minister of the Church where the applicant lives in or an upstanding member of the society (i.e. holds a position of authority in the States etc).

2.   A notarized formal letter of request for a Certificate of Identity from Samoa, explaining the following in detail:

a) The reason for the urgency of your request with supporting document further confirming the urgency for the travel; and
b) The route that you are travelling through and the date when you are expected to leave (confirmed travel itinerary).

3.   Original expired passport or notarized coloured copy of passport;

4.   Original or notarized copy of your Samoan Birth Certificate;

5.    Original and/or Notarized copies of other documentation required as the case may to confirm the different names used by the applicant for instance, (marriage certificate, court order of adoption or matai title certificate etc);

6.    Requisite fee for a Certificate of Identity is US$55 to be in a money order form or certifiable cheque, payable to the Government of Samoa. (Kindly note that the fee for Certificate of Identity is non-refundable).

 7.   Two passport photos each (one of which should be notarized by the Notary Officer);

 8.   Notarized clear and coloured copies of your valid identification or ID such as their Driver’s license and Green card to be submitted for further verification;

 10.    Please be sure to send your application documents together with a secured return Expressed Postage (e.g. DHS, Fed EX, UPS or TNT) for us to mail your Official Certificate of Identity back upon the receipt of approval from Samoa for expediency purposes.

It is essential that that the applicant understands that the issuance of a Certificate of Identity will not be granted automatically as it will have to be approved first by Samoa’s Immigration authorities in Apia and then granted only upon the clear understanding that you will lodge your application immediately upon arrival in Apia for a new Samoan passport.
