The Independent State of Samoa and The Republic of Armenia have formally established diplomatic relations, effective 5 March 2026. The Joint Communiqués were signed at the Permanent Mission of Armenia in New York by H.E. Mr. Paruyr Hovhannisyan, Permanent Representative of Armenia to the United Nations, and H.E. Mr. Fatumanava-o-Upolu III Dr. Pa’olelei Luteru, Permanent Representative of Samoa to the United Nations.
The establishment of diplomatic relations will not only enhance existing ties but also pave the way for greater cooperation between the two countries and peoples.
Following the signing ceremony the two Ambassadors discussed priorities including Armenia’s plans to amplify the voices of Small Island Developing States (SIDS) and their role as upcoming host of the 2026 UN Biodiversity Conference, and Samoa/SIDS priorities including Sea-level Rise, the Multidimensional Vulnerability Index (MVI), and the importance of International Law, particularly to small island developing states.
Samoa and Armenia have maintained cordial relations through various UN fora. As such, the two countries share universal values and principles including the protection of human rights and democracy. Other common priorities include sustainable development, and international peace, security and disarmament.
