Adoption of the ECOSOC Operational Activities for Development Segment - QCPR Resolution

Mr. President,

The Philippines consistently underlines that the operational activities of the UN Development System must be aligned with the national plans, priorities and changing needs of Member States towards the achievement of the 2030 Agenda and must be in line with the Quadrennial Comprehensive Policy Review (QCPR).

The adoption of this resolution once again reaffirms our commitment to the QCPR process and to ECOSOC as a platform to ensure accountability for, and acceleration of, system-wide performance and results in relation to the 2030 Agenda and to provide guidance to and overall coordination of the United Nations development system. The resolution assesses the progress in the implementation of General Assembly resolution 71/243 before the full cycle of the 2016 QCPR ends.         

With this resolution, we look forward to future reports of the Secretary General to be comprehensive, evidence-based and analytical, covering all provisions in General Assembly resolutions 71/243 and 72/279.

We note and support the request for further inclusive consultations on the regional review and the ongoing MCO review; and for the Secretary General to continue to provide briefing notes and informal briefings on implementation of the QCPR and repositioning.

The Philippines would also like to take this opportunity to thank all delegations for their support and fruitful exchanges and flexibility in reaching a consensus on this resolution.

We wish to specifically recognize Mr. Terence Tan of the Permanent Mission of Singapore for very ably representing the Group of 77 and China in the negotiations; and Mr. Marcus Reisle of the Permanent Mission of Switzerland for his successful facilitation of the informal consultations.
