71st SESSION OF THE UN GENERAL ASSEMBLY

Plenary

7 November 2016

New York

STATEMENT BY H.E. MR. SUKHBOLD SUKHEE

PERMANENT REPRESENTATIVE OF MONGOLIA

TO THE UNITED NATIONS

On agenda item 122:

(The Question of Equitable Representation on and Increase in the Membership of

the Security Council and Related Matters)

Mr. President,

I would like to begin by thanking you for your leadership, since you assumed the post of the President of the General Assembly, to steer the important agenda items before us, including the reform of the Security Council.

As a member of the L.69 Group my delegation aligns itself with the statement delivered earlier by H.E. Ambassador Menissa Rambally of Saint Lucia on behalf of the L.69 Group.

I would also like to congratulate H.E. Ambassador Ion Jinga of Romania and H. E. Ambassador Mohamed Khaled Khiari of Tunisia as the new Co-Chairs of the Intergovernmental Negotiations. I wish to assure the Co-Chairs of my delegation’s full support and cooperation in this process.

Mr. President,

My delegation shares the view that today a new impetus should be given to the consideration of the question of equitable representation on and increase in the membership of the Security Council and related matters. We need to intensify our efforts to achieve concrete progress on this matter. Mongolia reiterates its support to the decision to continue the process of intergovernmental negotiations on Security Council reform in the seventy-first session of the General Assembly.

In this regard, I would like to reaffirm our principled position on the Security Council reform. Mongolia has consistently stood for a just and equitable expansion in both the permanent and non-permanent categories of membership, as well as for the improvement of the Security Council’s working methods. Our stance in favor of enlargement in both current categories is guided by and based on the Charter-defined composition and modern-day geo-political realities as well as principles of justice and equality to ensure greater and enhanced representation of developing countries, particularly the non-and-under-represented regional groups.

Mongolia recognizes the importance of text based negotiations for IGN to move forward. It is high time to finally move forward and to advance the reform agenda in the upcoming IGN.

Mr. President,

I would like to reiterate my delegation’s firm belief that with genuine will of Member States we will be able to make a tangible progress towards early reform of the Security Council.

I thank you, Mr. President.
