STATEMENT BY H.E. MR. SUKHBOLD SUKHEE, AMBASSADOR EXTRAORDINARY AND PLENIPOTENTIARY, PERMANENT REPRESENTATIVE OF MONGOLIA TO THE UNITED NATIONS ON AGENDA ITEM 74(A) – PROMOTION AND PROTECTION OF HUMAN RIGHTS: IMPLEMENTATION OF HUMAN RIGHTS INSTRUMENTS

Mr. Chairman, 

Let me express my delegation’s appreciation to the Secretary-General for comprehensive reports submitted under this agenda item.

Mr. Chairman, 

Mongolia has been actively cooperating with the human rights treaty bodies and relevant Special procedures. Their observations and recommendations are taken seriously. We have extended a standing invitation for special procedures mandate holders in early 2004. Since then we have received the visits of the Special Rapporteurs on the right to food, on torture, on the right to education and on the extreme poverty and human rights respectively as well as a visit of the Working Group on Business and Human rights.

Most recently, the Special Rapporteur on the issue of human rights obligations relating to the enjoyment of a safe, clean, healthy and sustainable environment visited in September 2017, the Special Rapporteur on the human rights to safe drinking water and sanitation visited Mongolia in April 2018.

Also, we have accepted the request from the Special Rapporteur on the situation of human rights defenders and an Independent Expert on the effects of foreign debt to pay a working visit to Mongolia in 2019.

Mr. Chairman,

Furthermore, Mongolia strongly supports the UPR process, which serves as an important instrument of achieving universality of human rights and fostering the initiatives of countries to promote and protect human rights. We are closely cooperating with civil society in realizing the National Action Plan on the implementation of the UPR Recommendations for 2016-2019.

In this regard, with the support of the OHCHR Voluntary Fund for Financial and Technical Assistance in the implementation of the Universal Periodic Review, we have recently commenced a project to support implementation of the National Action Plan. Within this project, we aim, inter alia, to improve the national capacity and enhance effective implementation of international human rights instruments through launching of mandatory training programs at the National Human Rights Commission’s e-learning platform.

In conclusion, I would like to reiterate our commitment to the full and effective implementation of international human rights treaties.
