STATEMENT BY H.E. MR. SUKHBOLD SUKHEE,
AMBASSADOR EXTRAORDINARY AND PLENIPOTENTIARY, PERMANENT REPRESENTATIVE OF MONGOLIA TO THE UNITED NATION ON AGENDA ITEM 68A - IMPLEMENTATION OF HUMAN RIGHTS INSTRUMENTS

 

Mr. Chairman,

Let me begin to expressing my delegation’s great appreciation to the Secretary-General for his comprehensive reports submitted under this agenda item.

Also I would like to thank most sincerely to all UN Member States for their kind supports extended to Mongolia's candidacy to the Human Rights Council at the elections held in October last year. As result, for the first time Mongolia is serving on the Council for the term of 2016-2018. Thank you to the confidence laid upon us, and Mongolia has the privilege to serve on the frontline of the promotion of universality and indivisibility of human rights.

Mr. Chairman,

As part of the national Universal Periodic Review (UPR) follow-up process, in April 2016, the Government of Mongolia adopted a second National plan on implementation of recommendations for the period of 2016-2019 and will strive to implement 150 recommendations submitted under the UPR with active participation of the Civil society.

Mr. Chairman,

Promoting and protecting human rights is one of the key pillars of our foreign policy. Mongolia supports principles of non-selectivity, universality and indivisibility of human rights, and firmly believes that promotion and protection of human rights should be based on the principle of cooperation and genuine dialogue.   

The Government of Mongolia is undertaking legal reforms to harmonize the national legislations with the international norms and standards on human rights. This inclusive process encompasses establishment of adequate national mechanisms, adoption of relevant national programs and improvement of institutional capacity.

In February 2016, the Parliament of Mongolia has passed the Law on the Rights of the Disabled Persons, the Law on the Rights of the Children and the Law on the Protection of the Children, which all have incorporated provisions of the respective international treaties where Mongolia acceded.

Also, Parliament has ratified the Optional Protocol to the Convention on the Rights of the Child on a Communications Procedure, the Minamata Convention on Mercury, the Convention on Safety and Health in Mine of the International Labor Organization as well as the Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired or Otherwise Print Disabled.

The newly adopted Government’s Action Plan outlines the promotion and protection of human rights in core sectors by improving the judiciary system, ensuring guarantees for human rights and freedoms, in particular by improving the national system and introducing human rights standards.

In conclusion, given the importance of cooperation with all UN mechanisms for the promotion and protection of human rights, Mongolia will continuously and actively engage to make its contribution.
