INTRODUCTORY STATEMENT H.E. Mr. Sukhbold Sukhee, AMBASSADOR AND PERMANENT REPRESENTATIVE OF MONGOLIA TO THE UNITED NATIONS ON THE DRAFT RESOLUTION ENTITLED “LITERACY FOR LIFE: SHAPING FUTURE AGENDAS”

Mr. Chairman,

I have the honor to introduce the draft resolution A/C.3/73/L.14 entitled “Literacy for life: shaping future agendas” on behalf of the co-sponsors listed in e-Sponsorship and my own country Mongolia.

Education is a crucial element for the human development. As the report of UNESCO clearly indicates, 750 million adults around the world remain non-literate and the majority are women, and many more do not have sufficient literacy proficiency to meet the demands of their work and social lives. Despite the increase in enrolment in primary education, more than 617 million children and adolescents are not achieving minimum proficiency levels in reading and mathematics, that 262 million children, adolescents and youth worldwide (or one in every five) are out school – a figure that has barely changed over the past five years.

In order to create a more literate world, it is important to develop capacities of Member States in the areas of policies, program delivery and literacy assessments, reinforce innovative models of literacy delivery through information and communications technology and expand the knowledge base and monitoring and evaluation.

Mr. Chairman,

Since the submission of the draft resolution, based on consultations with the concerned Member States, I would like to make an oral amendment to the draft resolution after PP5 which reads as follows:

PP5bis. Recognizing that literacy is crucial in a lifelong learning perspective as a continuum of different proficiency levels that are developed throughout life and across different life contexts,

Mr. Chairman, 

Mongolia wishes to take this opportunity to extend our gratitude to all delegations that were constructively engaged into the informal discussions, as well as to all co-sponsors for their invaluable support.

In conclusion, on behalf of all co-sponsors may I express our hope that this draft resolution will receive a unanimous support and wider co-sponsorship.
