Praise be to the Lord. Peace and blessings be upon our Prophet, his family and all of his companions.

 

Mr. President of the General Assembly,

Excellencies, Ladies and Gentlemen, Heads of State and Government,

Mr. Secretary General of the United Nations,

Ladies and gentlemen,

 

We welcome the organization of this special session dedicated to the commemoration of the 75th anniversary of the United Nations. This anniversary is a symbolic moment of commemoration which invites us to undertake a process of collective thinking and to take a look that is both retrospective and prospective. We reaffirm our deep gratitude to the states which, at the end of the Second World War, came together to found the United Nations in order to find common solutions to the security and economic challenges facing the world. It is not for us, here, to draw up an exhaustive inventory of the many achievements of our organization.

 

The rules-based architecture it helped to establish and the promotion of international cooperation have been instrumental in building a more secure world. Formulating clear priorities and defining a framework for action based on burden-sharing among states has made it possible to have a significant impact and to achieve many of the objectives set out in the Charter of the United Nations. While the gains are undoubtedly recognized, it is also true that the United Nations has always been the subject of criticism. Some are subtle and help to foster critical thinking, making it possible to identify avenues for reform. Others are overwhelming and are worded without nuance. They are well known. I will therefore not repeat them. The result is that the United Nations has constantly been called upon to reform, to reinvent itself in order to continue to maintain some relevance and continue to play a central role in world affairs. This imperative of constant adaptation has never been so urgent and vital! The continued assaults on the organization and the crisis of the very essence of multilateralism have been compounded by the existential crisis that COVID-19 poses for the international community. The COVID-19 pandemic has affected all areas of the United Nations’ activity and has called into question the gains made toward achieving sustainable development. This sharply poses the urgency of a massive re-engagement in favor of comprehensive collective action.

 

We express our deep gratitude to the Secretary General for shaping the comprehensive response to COVID-19 and his active role as spokesperson vis-à-vis multilateral financial institutions for their consistent support in favor of vulnerable countries.

 

Our gratitude goes to the UN75 team for launching “The World's Biggest Conversation,” a broad United Nations system-wide consultation that has made possible the gathering of contributions from all, in particular, young people who reflect contemporary concerns about a more just future and creative solutions to meet the challenges of the present.

 

In an uncertain world of shifting realities, we must strongly reaffirm our faith in multilateralism and the central importance of the United Nations.

 

Let us learn the lessons of our organization’s 75 years of existence, and let us work together to establish a pathway that avoids the hazards and allows us to identify the opportunities and potentials available to us.

 

What matters is the future! We must start forging it now!

Monsieur le Président,

Excellences, Mesdames et Messieurs les Chefs d’Etats et de Gouvernements,

Monsieur le Secrétaire Général des Nations Unies,

Mesdames et Messieurs

 

Nous nous félicitons de l’Organisation de cette session spéciale dédiée à la commémoration du 75ème anniversaire des Nations Unies.  Cet anniversaire est un moment symbolique de commémoration qui invite à entreprendre une œuvre de réflexion collective et poser un regard à la fois rétrospectif et prospectif.  Nous réitérons notre profonde gratitude aux Etats qui, au sortir de la Seconde Guerre Mondiale, se sont réunis afin de fonder l’Organisation des Nations Unies afin de trouver des solutions communes aux défis sécuritaires et économiques auquel le monde était confronté.  Il ne s’agit pas pour nous ici de dresser un inventaire exhaustif des nombreuses réalisations de notre organisation.

 

L’architecture basée sur les règles qu’elle a contribué à instaurer et la promotion de la coopération internationale ont été déterminants dans la construction d’un monde plus sûr.  L’énonciation de priorités claires et la définition d’un cadre d’action basé sur le partage de fardeau entre les Etats ont permis d’avoir un impact significatif et de réaliser beaucoup des objectifs énoncés dans la Charte des Nations Unies.  Si l’on reconnait indubitablement les gains, il est également vrai que les Nations Unies ont toujours fait l’objet de critiques.  Certaines sont subtiles et contribuent à fertiliser une pensée critique qui a permis d’identifier des pistes de réformes.  D’autres sont accablantes et sont formulées sans nuances.  Elles sont suffisamment connues.  Je ne les répéterai donc pas.  Le résultat en est que les Nations Unies ont constamment été sommés de se réformer, de se réinventer afin de continuer à garder une certaine pertinence et continuer à jouer un rôle central dans les affaires du monde.  Ce diktat de l’adaptation constante n’a jamais été aussi urgent et vital ! Les assauts perpétuels que subissait l’organisation et la mise en crise de l’essence même du multilatéralisme, ont été aggravés par la crise existentielle que pose le COVID-19 pour la communauté internationale.  La pandémie du COVID-19 a affecté tous les domaines d’action des Nations Unies et a remis en cause les gains obtenus en matière de réalisations du développement durable.  Elle pose avec acuité l’urgence d’un réengagement massif en faveur d’une action collective globale.

 

Nous exprimons notre profonde gratitude au Secrétaire Général pour l’élaboration de la réponse globale au COVID-19 et son rôle actif de porte-parole auprès des institutions financières multilatérales pour un soutien conséquent en faveur des pays vulnérables.

 

Notre reconnaissance va à l’endroit de l’équipe UN75 qui a lancé « la plus grande conversation du monde », une vaste consultation à l’échelle du système des Nations Unies qui a permis de collecter, les contributions de tous, en particulier, des jeunes qui réverbèrent les préoccupations contemporaines concernant un avenir plus juste et des solutions créatrices visant à relever les défis du présent.

 

Dans un monde incertain aux réalités mouvantes nous devons réaffirmer avec force notre foi dans le multilatéralisme et l’importance centrale des Nations Unies.

 

Tirons les leçons des 75 ans d’existence de notre organisation, et attachons-nous à bâtir ensemble une trajectoire qui évite les périls et nous permette d’identifier les opportunités et les potentialités qui s’offrent à nous.

 

Ce qui importe, c’est l’avenir !  Il nous faut, dès à présent, se mettre à le forger !
