Permanent Mission of the Republic of Uzbekistan to the United Nations

With a view of enhancing stimulating the further development of small business and private entrepreneurship, raising its role in the sustainable functioning of the country’s economy, creating new jobs and providing for population’s employment, as well as creating additional favorable conditions for establishing and leading the private entrepreneurial activity, ensuring observance of rights and lawful interests of businesses:

1. It shall be agreed with the proposal of the Ministry of Economy, Ministry of Finances, State Committee for Land Resources, Geodesy, Cartography and State Cadastre, State Committee for De-Monopolizing, Supporting Competition and Entrepreneurship of the Republic of Uzbekistan on decreasing starting from June 1, 2009 the tariffs for the services of processing the cadastre documentation in line with an appendix No.1.

The State Committee for Land Resources, Geodesy, Cartography and State Cadastre upon concurrence with the Ministry of Finances and State Committee for De-Monopolizing, Supporting Competition and Entrepreneurship of the Republic of Uzbekistan in a month’s time shall approve in line with established order the fixed tariffs on the services of processing the cadastre documentation on each type of work depending on the size of the area of building, the number of floors, area of land plot and availability of sites at it.

2. It shall be approved the proposals of the Ministry of Economy, Ministry of Finances, Central Bank, State Committee for De-Monopolizing, Supporting Competition and Entrepreneurship, State Committee on Architecture and Construction and State Committee for Nature Protection of the Republic of Uzbekistan on decreasing starting from June 1, 2009:

of the cost of elaboration of architectural-design tasks and examination of the project documentation of entrepreneurship sites in line with an appendix No.2;

of the state registration fee for the juridical and physical entities engaged in entrepreneurial activity, - from 5 to 2 minimal sizes of wage;

of the payment for opening the bank accounts by the subjects of entrepreneurship – from 1 to 0,5 minimal size of wage, and in the countryside area – down to 0,1 minimal size of wage.

3. It shall be ascertained that in signing by a small enterprise of the labor contracts with citizens employed at home (the home-stay workers) in numbers that exceed the limited number of workers established by legislation for not more than 30 percent, then it will maintain the guarantees, benefits and preferences envisaged for small enterprises.

4. The Office of the Prosecutor-General, Ministry of Justice, State Committee for De-Monopolizing, Supporting Competition and Entrepreneurship, Chamber of Commerce and Industry of the Republic of Uzbekistan shall ensure on systematic basis:

holding monitoring over observance by bodies of state governance and state power at the local levels of the rights of small businesses and private entrepreneurship as secured by legislation. The information on the results of monitoring along with concrete proposals shall be introduced every three months to the Republican coordination council on stimulating development of small and private entrepreneurship.

filing with courts the lawsuits on recognizing invalid (unlawful) in full or in part the decisions of bodies of state governance and state power at the local levels that infringe the rights of entrepreneurs, as well as bringing to accountability the officials of bodies of state governance and state power at the local levels for adoption of decisions that infringe the rights of entrepreneurs.

5. The Cabinet of Ministers of the Republic of Uzbekistan shall in ten days’ time introduce amendments and addenda to the decisions of the Government of the Republic of Uzbekistan that proceed from this resolution.

The ministries and agencies in a month’s time shall ensure bringing the agency normative and legal acts in line with this resolution.

6. The Prime-Minister of the Republic of Uzbekistan Sh.M.Mirziyoev shall be laid with responsibility to control over execution of this resolution.
