 Colleagues and dear friends,

We are gathered here this afternoon to bid farewell to one of our dear colleagues in the Latin American and Caribbean Group, Ambassador Philip Sealy.

Having served in Washington DC at the OAS where I have been always sandwiched between colleagues from the Delegations of Saint Vincent and the Grenadines and Trinidad and Tobago, I have become to develop a very close professional relationship with representatives of these two countries. It was for mainly that reason why Ambassador Sealy was on the top of my courtesy list, during my courtesy visits in NY. I was immediately highly impressed by the professionalism, commitment and sociability by which he approaches his job.

Ambassador Sealy assumed his duties here in New York as the Permanent Representative of Trinidad & Tobago on September 1st. 2002 and throughout his tenure in office has worked with strong dedication, serving his country and advancing his country’s interests at the United Nations.

He has a long and impressive career in the Trinidad Foreign Service and served his country in several capacities. You may have heard all about his accomplishments on previous occasions in the past week during functions organized in honour of this accomplished diplomat, but most remarkably is his experience in matters relating to the Law of the Sea.
Ambassador Sealy’s international legal experience saw him as a member of Trinidad and Tobago’s delegations to several international legal conferences such as the United Nations Conference on the Law of the Sea. He has been a member and later the leader of various Trinidad and Tobago bilateral negotiating teams for the purpose of negotiating and concluding bilateral fishing and delimitation agreements with the neighbouring States of Barbados (fishing and delimitation), Grenada (delimitation), Guyana (fishing) and Venezuela (fishing and delimitation).

We at the United Nations have come to know Ambassador Sealy for his calm demeanor but strong sense of commitment and dedication. Within the GRULAC he is well known for his work as the Coordinator of the Conciliation Committee of our Group. He also served as one of GRULAC’S representatives on the ECOSOC Advisory Committee on Haiti.

Ambassador Sealy on some occasions observed that the United Nations agenda was overloaded but notwithstanding that assertion he attended countless meetings in UN context here in New York and elsewhere. Many a time he would interact with our experts in various committees on issues of relevance to not only Trinidad & Tobago but the GRULAC region as a whole.

Ambassador, on behalf of your friends in GRULAC I would like to thank you for the warm friendship and support we experienced during your tenure here in New York.

You have stated before that even though you will not be physically in New York, you will from time to time connect with us through the internet. This gives us all the more reason not to say goodbye but rather till we meet again for, through the modern information and communication technology, we are practically but a ‘click” away.

Ahora, permitame de proponer un brindes por el salud de Embajador Sealy y desearle lo major en esta nueva etapa de su vida”.
