1. Let me begin by associating myself with the statement made by the distinguished Representative of Pakistan on behalf of the G - 77 and China yesterday.
2. My delegation appreciates the well-structured and analytical reports of the Secretary-General under this agenda item.
3. National initiatives for development by the developing countries would get a decisive boost if adequate resources and sustained support are ensured by their development partners. Coherence and consistency between national and international policies and strategies greatly enhance their implementability. We view that the on-going United Nations system wide coherence exercise should focus on strengthening country programmes and not loose experience and expertise at national and regional levels. It is in this context that we attach great importance to the development role of the United Nations system and the operational efficiency of its country-level presence. Nepal welcomes the adoption of the UNDP Strategic Plan 2008-2011 which would be crucial to responding to national circumstances and needs.
4. The significance of operational activities for development of the United Nations system should be assessed on how efficiently and productively these activities are responding to the development needs and priorities of the recipient countries. In our experience, community-managed development initiatives do produce sustained results. It is therefore necessary that UN activities and other development collaborations including the South-South cooperation should focus on fostering community-led, MDG-based national strategies and programmes.
5. Operational activities for development should support local development priorities with greater focus on local technical capacity building, skill enhancing and leadership promoting activities. The people themselves should be encouraged and empowered to define and undertake their programmes and priorities and supported with adequate resources, technical and financial, through national and local institutions.
6. My delegation believes that sustainable capacity building activities are contingent upon the strengthening of national ownership and leadership of the development activities implemented through national institutions utilizing local and national skills and expertise.
7. There is a need for the country team of the UN development system to work in coordination with national agencies and institutions so that its activities complement the actual needs and priorities of the concerned countries. The Resident Coordinator system should be made more efficient and accountable to ensure effective coordination and result-orientation of the operational activities. There is also a need for respecting the social mores and cultural sensitivities of the local people. We underline that the triennial comprehensive policy review (TCPR) of operational activities of the United Nations development system should provide a good opportunity towards strengthening constructive and broad-based development collaboration.
8. My delegation feels that adequate and predictable funding is crucial for the overall effectiveness of development activities. Long-term operational efficiency, sustainability and increased productive capability for development can be achieved by investing in development infrastructure, strengthening the economic institutions, and establishing a viable technological base.
9. The UN development system as well as international financial institutions can support developing countries to tap the great potentials of South-South cooperation for development by further enhancing public-private partnership, civil society networking, business-to-business collaborations, knowledge sharing and learning from best practices. In this context, local level public-private partnership should be encouraged to stimulate creativity and application of new and efficient technology. We believe that the UN system can be instrumental in accelerating and widening the scope of South-South cooperation, including through triangular cooperation. In this regard, we call upon the international community to increase funding and other technical support and expertise in bolstering South-South cooperation, regional cooperation, and triangular cooperation. We hope that a UN Conference on South-South Cooperation marking the 30th anniversary of the Buenos Aires Plan of Action would offer a good opportunity to expand the base of South-South cooperation with new vigor and dynamism.
10. Before I conclude, let me reaffirm that the primary responsibility for advancing the cause of development lies with the respective countries themselves. But, technical and financial and technological resources as well as enabling environment are necessary to bolster national efforts. And this should be the focus of our development collaboration so as to make the UN operational activities for development more effective and result-oriented.
