H.E. Bashar Ja'afari, Ph.D.

Ambassador Extraordinary and Plenipotentiary

Permanent Representative of the Syrian Arab Republic to the United Nations

Education :

H.E. Dr. Bashar Ja'afari was born in Damascus , Syria on April 14, 1956. He graduated with a Bachelor of Arts Degree in French Literature from the University of Damascus in 1977. Dr. Ja'afari continued to receive a Diploma of Higher Studies in Translation and Arabization from the University of Damascus in 1978. He furthered his education in France where he received two Diplomas of Higher Studies; one in International Political Relations from the International Institute of Public Administration (IIAP) and another in International Organizations' Management from the University of Sceaux in 1982. Dr. Ja'afari received two Doctorates in Political Science, one from the University of Sceaux in Paris , France and another from the University of Paris La Sorbonne in 1989. Dr. Ja'afari received a third Doctorate in 2002 in the History of Islamic Civilization in South East Asia from the University of Sharif Hedayatuallah in Jakarta , Indonesia . Dr. Bashar Ja'afari is fluent in Arabic, French, English and Persian.

Professional Work Experience :

H.E. Dr. Bashar Ja'afari began his extensive work experience in the Ministry of Foreign Affairs in 1980. He rose to Third Secretary at the Syrian Embassy in France during the years of 1983-1988. Dr. Ja'afari achieved the professional level of Counselor during the years of 1991-1994 while serving at the Permanent Mission of the Syrian Arab Republic to the United Nations Headquarters in New York . Dr. Ja'afari was then reassigned to the Syrian Embassy in France at the level of Minister Counselor in 1997-1998. From 1998-2002, Dr. Ja'afari was Minister Plenipotentiary and Chargé d' Affaires at the Syrian Embassy in Indonesia . In 2002, he was assigned Director of the Department of International Organizations at the Ministry of Foreign Affairs in Damascus , Syria ; he held the position until 2004. Dr. Ja'afari was then sworn in as Ambassador Extraordinary and Plenipotentiary and Permanent Representative of the Syrian Arab Republic to the United Nations Office in Geneva . In 2006, Dr. Ja'afari was sworn in as Ambassador Extraordinary and Plenipotentiary and Permanent Representative of the Syrian Arab Republic to the United Nations Headquarters in New York , where he continues to hold the position.

 

Conferences :

H.E. Dr. Bashar Ja'afari has attended many regional and international conferences; the Arab League, the Organization of the Islamic Conference, the Non-Aligned Movement and many others. Dr. Ja'afari was part of the Presidential delegation during the Syrian President's official visit to Greece and China in 2003 and 2004, respectively. Between 1991-2004, Dr. Ja'afari was part of the official delegations to seven Organization of the Islamic Conference (OIC) meetings and five Arab League conferences. He was also part of the official delegation to the 9 th , 13 th , and 14 th Non-Aligned Movement Summits. Dr. Ja'afari has also presided over many National Commissions such as; the National Inter-Ministerial Commission for the preparation of the Arab-Latin America Summit and was also a member of the High National Commission for Golan Affairs.
