Oral Statement to the Press

on Behalf of the Members of the Security Council


The members of the Security Council reiterate the Council's concern about the developments in the Democratic Republic of the Congo.

The members of the Council express support for the regional diplomatic initiatives aimed at a peaceful settlement of the conflict, including the initiative of President Nelson Mandela as the current Chairman of the Southern African Development Community (SADC).

The members of the Council join the regional calls for an immediate cease-fire and the start of negotiations towards a peaceful settlement of the situation.

The members of the Council reiterate the principle of respect for territorial integrity and national sovereignty of the Democratic Republic of the Congo.

The members of the Council express concern about the plight of the civilian population, call for protection of civilians and the security of humanitarian personnel, and emphasize the need for unhindered access by the humanitarian organizations to the affected population. The Council members again urge for respect for human rights and humanitarian law.
