The Independent State of Samoa and The Republic of Armenia have formally established diplomatic relations, effective 5 March 2026. The Joint Communiqués were signed at the Permanent Mission of Armenia in New York by H.E. Mr. Paruyr Hovhannisyan, Permanent Representative of Armenia to the United Nations, and H.E. Mr. Fatumanava-o-Upolu III Dr. Pa’olelei Luteru, Permanent Representative of Samoa to the United Nations.
The Independent State of Samoa and the Republic of Uganda officially established diplomatic relations on 7 March 2025. The official signing ceremony took place at the Permanent Mission of Uganda to the United Nations in New York. The documents were signed by H.E. Mr. Adonia Ayebare, Permanent Representative of Uganda to the United Nations, and H.E Mr. Fatumanava-o-Upolu III Dr. Pa’olelei Luteru, Permanent Representative of Samoa to the United Nations.

Mr. Carlos Fuller, Permanent Representative of Belize to the United Nations, and H.E Mr. Fatumanava-o-Upolu III Dr. Pa’olelei Luteru, Permanent Representative of Samoa to the United Nations.
The establishment of diplomatic relations will not only enhance existing ties but pave the way for greater cooperation between the two countries and peoples.

The Honurable Prime Minister of Samoa, Afioga Fiame Naomi Mata'afa, in her capacity as Chair of the Alliance of Small Island States, told the Summit "I bring a message of trepidation on behalf of 65 million people in SIDS" but also "a missive of hope."

H.E. Fatumanava-o-Upolu III Dr. Pa’olelei Luteru presented his credentials, as High Commissioner of Samoa to Canada to the Governor General of Canada, Her Excellency the Right Honourable Mary Simon at the Rideau Hall in Ottawa on Friday 20, January 2023.
Speaking on behalf of Pacific SIDS, Samoa's Ambassador to the UN, H.E. Fatumanava-o-Upolu III Dr. Pa'olelei Luteru, told the General Assembly that the "world and our pacific region do not need nuclear weapons to survive."
