CURRICULUM VITAE AND DIPLOMATIC CAREER
On January 3, 1995, Ambassador Robert R. Fowler presented his credentials to the Secretary General of the United Nations.
Mr. Fowler was born in Ottawa, Ontario on.August 18, 1944. He received a Bachelor of Arts Degree from Queen's University, Kingston, Ontario, in 1968 and immediately joined the Federal Public Service to work in the Canadian International Development Agency.
In 1969, Mr. Fowler joined the Department of External Affairs and was posted to the Canadian Embassy in Paris in 1971. He returned to Ottawa in January 1974 to take charge of trade policy in the Commercial Policy Division. He coordinated the establishment of a trade delegation in Geneva as well as the interdepartmental arrangements in Ottawa for the Canadian participation in the Tokyo round of Multilateral Trade Negotiations.
Mr. Fowler was assigned to the Canadian Permanent Mission to the United Nations in New York in 1976 where, as First Secretary and subsequently, Counsellor, he was responsible for Security Council affairs during Canada's tenure (1977 and 1978) on the Security Council, and for political issues involving developing countries.
Mr. Fowler returned to External Affairs Headquarters in December 1978 to become Executive Assistant to the Under Secretary of State for External Affairs. In March 1980, he was seconded to the Privy Council Office as Assistant Secretary to the Cabinet (Foreign and Defence Policy). In 1982, Mr. Fowler left the Foreign Service to join the permanent staff of the Privy Council Office.
On June 2, 1986, Mr. Fowler became Assistant Deputy Minister (Policy) in the Department of National Defence.
On May 19, 1989, Mr. Fowler became Deputy Minister in the Department of National Defence.
Mr. Fowler is married to Mary Fowler. They have
four daughters.
