Statement by Mr. Soukkhaphone Sisamouth, Third Secretary, at the Joint Discussion of the UNGA81 Second Committee Agenda Item 21 on Eradication of poverty and other development issues and Item 23 on Agriculture Development, Food Security and Nutrition

Wednesday, 14 October 2026

Madame Chair, Distinguished Delegates,

  1. At the outset, my delegation aligns itself with the statements delivered on behalf of the Group of 77 and China, ASEAN and LDCs, and wishes to add the following remarks in our national capacity.
  2. Poverty eradication, food security and improved nutrition remain fundamental to achieving the 2030 Agenda. However, developing countries, particularly the LDCs, continue to face significant challenges arising from climate change, natural disasters and limited access to development finance.
  3. In the context of the Lao PDR, inclusive and sustainable development is of our national priority. Guided by our Sovereign and Self-Reliant Economic Policy, the Lao PDR has adopted the 10th National Socio-Economic Development Plan (2026–2030). This plan serves as a key framework for promoting sustainable economic growth, improving livelihoods and advancing rural development.
  4. Agriculture plays a vital role in the Lao PDR’s economy, rural livelihoods and food security. We remain committed to promoting sustainable and climate-resilient agriculture, modernizing farming practices, and enhancing farmers’ access to technology, finance and markets.
  5. Nevertheless, climate-related disasters continue to pose challenges to agricultural production and rural development. We therefore recognize the importance of strengthening climate adaptation and disaster preparedness. In addition, the enduring threat posed by unexploded ordnance (UXO) continues to constrain agricultural land use and rural progress, underscoring the need for sustained international cooperation and support in UXOs clearance.

Madame Chair,

  1. As Lao PDR approaches graduation from the LDC category, we have in place the Smooth Transition Strategy to ensure a smooth, sustainable, and irreversible transition.
  1. In this regard, continued international support measures remain critical to addressing structural vulnerabilities, strengthening productive capacities and safeguarding development gains throughout and beyond the graduation process. Such support should be predictable, targeted and responsive to our national priorities.
  2. In conclusion, Madame Chair, the Lao PDR reaffirms its commitment to eradicating poverty, strengthening food security, and improving nutrition as we advance towards LDC graduation and transition. We look forward to working with the UN system and partners in our development endeavor to accelerate progress in the SDGs implementation.

I thank you
