1. Climate Change and the United Nations
All the nations of the world recognize that climate change is the most serious and urgent challenge in human history. To commit to this global challenge systematically, the UN frame work is expected to play the most effective role. Under the United Nations Convention on Climate Change, was held in Bali in December 2007, where the international society reached an agreement on the negotiation process for reducing greenhouse gas emissions after 2013. The international society is expected to make every possible effort to ensuring that the Bali Roadmap produces the most effective framework by the time of COP15 in Copenhagen .

2. Japan’s Action on Climate Change
Japan has acquired an international competitiveness by improving energy efficiency and reducing the consumption of oil while doubling its GDP. Japan is willing to share the technology and experiences that would play a key role in ensuring that environmental protection, energy security and economic development proceed side by side.
