NEWS   July 17-21, 2007 International Leadership Conference, Seoul, Republic of Korea The Universal Peace Federation, invited Iraqi PR, H.E. Dr. Hamid Al-Bayati to participate in a conference held in Seoul, Republic of Korea. The International Leadership Conference, with the theme of “The Need for Vision and Leadership at a Time of Global Crisis” was attended by the Iraqi Ambassador along with other Ambassadors, senior diplomats, government officials, spiritual leaders, academicians, and representatives of civil society that from the U.S., U.K., and France. This event, aimed to support senior diplomats and world leaders in their efforts to address critical global problems is co-sponsored by the Universal Peace Federation and the Washington Times Foundation (TWTF). July 9-11, 2007 8th Annual World Family Policy Forum Ambassador Hamid Al-Bayati was invited to Provo, Utah for the Annual World Family Policy Forum. This 3-day event included discussions on the issues of National and International strategies for strengthening marriage and the family, and policy areas related to the family – need for more reliable information and could be assisted through academic research and support. The World Family Policy Center invited other UN representatives and international delegates as well. June 29, 2007 PR addressed news correspondents at the UN After the Security Council meeting on Iraq on Friday, June 29, 2007, H.E. Dr. Hamid Al-Bayati, spoke to news correspondents at the UN in a media stakeout regarding the SC decision to terminate the mandate of the United Nations Monitoring, Verification and Inspection Commission (UNMOVIC) in Iraq. June 29, 2007 SC terminates mandates of UNMOVIC, IAEA June 29, 2007 marked a historic day for the Iraqi people and government given that the Security Council decided to terminate the mandate of the United Nations Monitoring, Verification and Inspection Commission (UNMOVIC). Alas, this horrendous chapter in the Iraqi people’s lives has been closed, in a vote of 14 to 0, Russia being the only SC member that abstained from the vote saying there was no official certification from UNMOVIC to close the Iraqi file. The Nuclear Verification Office of Atomic Energy Agency (IAEA) in Iraq is now also closed with the condition that the Iraqi government report within one year on the progress made towards non-proliferation. Moreover, the Council requested for the UNSG, H.E. Mr. Ban Ki-moon to transfer all remaining funds from the UNMOVIC escrow account to the Government of Iraq through the Development Fund for Iraq (DFI) within the next three months. Resolution 1762 (2007) has now been adopted by the Security Council, annexed to it is a letter from the Secretaries of State of the U.S. and U.K., informing the Council that all proper steps had been taken to “secure, remove, disable, render harmless, eliminate or destroy” known weapons of mass destruction of Iraq. Also annexed to the resolution is a letter from H.E. Mr. Hoshyar Zebari, requesting the termination of the UNMOVIC and IAEA team mandates. H.E. Dr. Hamid Al-Bayati, Iraq’s PR to the UN delivered a speech to the UN Security Council calling for the adoption of the draft resolution that will end the mandates of UNMOVIC and IAEA’s Iraq Nuclear Verification Office. Dr. Al-Bayati expressed that this chapter in Iraq’s modern history has been an appalling one, and when it is closed, “the government and people of Iraq will be looking forward to a better life with a strong determination to live in peace with themselves, their neighbors, and the entire world”. Iraq’s PR also mentioned another heavy burden on Iraq – compensation that was a result of the invasion of the previous Iraqi regime to Kuwait. He said, “The Iraqi people who suffered from the former regime’s brutal practices should not be held responsible.” This is another matter that he hopes will be addressed by the UN Security Council. June 13, 2007 Meeting the UN Secretary General Iraq’s Minister for Foreign Affairs H.E. Mr. Hoshyar Zebari accompanied by PR of Iraq, Dr. T. Hamid Al-Bayati and an Iraqi delegation, met with H.E. Mr. Ban Ki-moon, UN’s Secretary-General and his aides in New York on June 12, 2007. The two delegations discussed the need to develop UN presence in Iraq. H.E. Mr. Zebari pointed out the importance of the UN’s support regarding Iraq’s position on the review of the mandate of the Multinational Forces in Iraq.  At this meeting, Foreign Minister Zebari also reviewed the positive results of the Sharm El-Sheikh conference held in Egypt. June 13, 2007 Dinner hosted by PR of US to the UN H.E. Mr. Zalmay Khalilzad, Permanent Representative of the United States to the United Nations, invited H.E. Mr. Hoshyar Zebari, Minister of Foreign Affairs, the Permanent Representative of Iraq, Dr. T. Hamid Al-Bayati, and the Iraqi delegation for a business dinner at his residence. In this meeting, they discussed the Iraq’s issues at the UN including the UNMOVIC and the ending of its mandate. June 11-12, 2007 Meeting members of the Security Council Iraq’s Foreign Minister H.E. Mr. Hoshyar Zebari, received in his New York residence the Permanent Members (P5) and other members (E10) of the Security Council (separately).  Iraq’s PR, Dr. T. Hamid Al-Bayati attended these meetings with the Foreign Minister. In these meetings, H.E. Mr. Zebari briefed the members of the Security Council about all Iraqi issues, including the Multinational Forces mandate, and the importance of consensus among the Council members to support the Iraqi government’s efforts to bring about safety and security to the Iraqi people. June 7-10, 2007 Seminar in Prague, Czech Republic Ambassador Hamid Al-Bayati traveled to Prague, Czech Republic to attend a Public Diplomacy Media Conference for fifteen Iraqi Ambassadors held Thursday, June 7th and Friday, June 8th, 2007.  The purpose of the conference is to provide a broad overview of public diplomacy and strategic communications for the ambassadors. May 29, 2007 Dinner with Ambassador David Satterfield Dr. Hamid Al-Bayati, Permanent Representative of Iraq attended a working lunch hosted by the International Peace Academy regarding preventing a new generation of conflict in Iraq. Ambassador Al-Bayati also attended a dinner hosted by the same organization I which Ambassador David Satterfield (Senior advisor to the U.S. Secretary of State and Coordinator for Iraq) where he discussed Iraqi issues, focusing on the situation in Iraq and the surrounding regional environment. May 24, 2007 Election the Chair of the UN Third Committee The Permanent Representative of Iraq, H.E. Dr. Hamid Al-Bayati attended the General Assembly meeting today to select the President of the General Assembly, Chairs and Bureau members of the Main Committee. The Ambassador being the current Chair of the Third Committee understands the importance of each committee and the selection for Chairmanship of the Main Committees. Ambassador Al-Bayati announced the selection of the new chair, vice-chair and rapporteur of the third committee. They discussed the situation in Iraq and the work of Iraq Mission to the UN.    April 4, 2007 Upon the request of Mr. Warren Sachs, UN controller, Iraq’s PR had a meeting with him. Mr. Sachs talked about his meeting with an Iraqi delegation in Jordan-Amman about Iraq’s Oil for Food contracts.   April 3, 2007  Iraq’s PR had a meeting with Ambassador Miller, Chargé d’Affairs of the United States to the UN, to discuss Iraq’s pending issues and US’ support for Iraq at the UN.   April 3, 2007 Iraq’s PR had a meeting with Ambassador Oshima, the Permanent Representative of Japan to the UN. They discussed bilateral relations and Japan’s support for Iraq at the UN.   March 26, 2007 Dr. Hamid Al Bayati, the Permanent Representative of Iraq to the United Nations, met with Mr. Ibrahim Gambari, Special Adviser for the Secretary General on International Compact with Iraq. They discussed the final meeting of International Compact with Iraq which will be held in Sharm Al Shiakh on 3 May 2007.   March 16, 2007 His Excellency the Vice-President of the Republic of Iraq, Dr. Adel Abd al-Mahdi, accompanied by the high-level Iraqi delegation and the Permanent Representative of Iraq to the United Nations, Dr. Hamid Al-Bayati, co-chaired the preparatory group meeting of the International Compact with Iraq held by the Secretary-General of the United Nations, H.E. Mr. Ban Ki-moon. His Excellency, the Vice-President delivered a speech on this occasion in which he emphasized that the document of the International Compact reflects the vision of the government of Iraq to build state institutions, to guarantee freedom to its people, a fair distribution of its resources as well as respect of international legitimacy and commit itself to the principles of non-interference in the internal affairs of others or allowing others to interfere in its own internal affairs.   March 16, 2007 His Excellency Dr. Adel Abd Al-Mahdi, accompanied by the Iraqi delegation and the Permanent Representative of Iraq to the United Nations, Dr. Hamid Al-Bayati met with the Secretary-General of the United Nations, his Excellency Mr. Ban Ki-moon. The Vice-President briefed the Secretary-General on the efforts exerted by the government of Iraq to extend security within the framework of the Baghdad Security Plan and the efforts towards achieving national reconciliation.     March 15, 2007 His Excellency Dr. Adel Abd al-Mahdi, accompanied by a high-level Iraqi delegation, and the Permanent Representative of Iraq to the United Nations, Dr. Hamid Al-Bayati, participated in the Security Council open session to consider the report of the United Nations Assistance Mission for Iraq (UNAMI). His Excellency the Vice-President of Iraq delivered Iraq’s statement to the Council highlighting the efforts of the Iraqi government in confronting terrorism, rebellion, crime, and sectarian violence within the framework of a comprehensive security plan which aims for the ultimate responsibility of the Iraqi security forces for the security of the whole country.   February 8, 2007 Dr. Hamid Al-Bayati hosted a reception at the Iraqi Mission, for the Iraqi community in New York.   December 13, 2006  On behalf of the Arab Group, Iraq’s PR to the United Nations (Chairman of the Arab Group for the month of December 2006), delivered a speech to express their position on the convention on the Protection and Promotion of the Rights and Dignity of Persons with Disabilities.   December 13, 2006 Iraq’s Permanent Representative of Iraq to the United Nations met with the Secretary General's High Level Coordinator Ambassador Vorontsov to discuss the issue of the return of Kuwaiti properties and the missing Kuwaiti people.   December 12, 2006 Ambassador Ashraf Qazi, Special Representative of the Secretary General to Iraq, received Iraq’s PR in his office at the UN. PERMANENT REPRESENTATIVE OF IRAQ TO THE UNITED NATIONS

Dr. T. Hamid Al-Bayati was appointed Permanent Representative of Iraq to the United Nations in April 2006. He worked as Deputy Minister of Foreign Affairs for Political Affairs and Bilateral Relations from 2004 to 2006. During the same period, he headed the Iraqi Center for Strategic Studies in Iraq.

Upon his arrival in New York in 2006, Dr. Al-Bayati made significant progress as Iraq’s Permanent Representative and was elected as Chair of the United Nations’ Third Committee related to Social, Economic, and Human Rights. This was the second time Iraq presided over a Committee since the establishment of the United Nations. Iraq also made it to the membership of the Economic and Social Council (ECOSOC) with 181 of 192 votes.

Dr. Al-Bayati spent a great deal of time giving many political lectures about Iraq in political meetings, Summits, Studies Centers, Universities, and Institutes in Washington DC, New York, Philadelphia, Michigan, Oregon, Florida, California, etc.

He also visited a large number of countries and convened with Presidents, Kings, and leaders of those countries such as President George W. Bush, Britain’s Prime Minister Tony Blair, President Chirac of France, Vladimir Putin of Russia, Juan Carlos of Spain, former Chancellor Gerhard Schröder of Germany, the Amir of Kuwait Sheikh Sabah Al Ahmad Al Sabah, King Abdullah II of Jordan, late President of the United Arab Emirates Sheikh Zayed Al Nahyan, President Bashar Al Asad of Syria, President Bouteflika of Algeria, President Abdullah Saleh of Yemen, President Omar Al- Bashir of Sudan, President Mahmoud Ahmadinejad of Iran, President Pervez  Musharraf of Pakistan, President Susilo Bambang of Indonesia, etc.

Dr. Al-Bayati also participated in Iraq’s opposition conference held in Beirut in 1991 and the Salah Al Din Conference in 1992. He became a member of the Executive Council of the Iraqi National Congress (INC). Furthermore, Ambassador Al-Bayati was also part of the six-member delegation for the Iraqi opposition which was invited to Washington in August 2002 to meet with U.S. Vice President Dick Cheney, former Secretary of State Colin Powell, former Secretary of Defense Donald Rumsfeld, and the rest of the officials of the U.S. Administration.

Ambassador Al-Bayati was elected to become a member of the six-member Preparatory Committee to a conference held in London in December 2002. He was a member of a follow-up and coordination Committee that emanated from the London conference which held a meeting in the city of Salah Al Din, Iraq in February 2003. Dr. Al-Bayati was also a member of the supervising committee that overlooked the work of INDICT, an organization that gathered documents and evidence of crimes committed by Saddam against the people of Iraq and requested for an International Tribunal to judge Saddam and his cronies.

Dr. Al-Bayati was put to jail and was tortured at the General Security Directorate and at the Military Intelligence Department. He was coerced to flee Iraq when Saddam’s regime tried to re-arrest and execute him. Saddam Hussein ordered the killing of 5 people from Dr. Al-Bayati’s family and gangs of the former regime kidnapped and assassinated his brother in 2005.

Dr. Al-Bayati obtained a Bachelors degree in Baghdad University, a Masters degree in Cairo University, and a PhD in Politics from Manchester University, England. He wrote and published many books and research papers in Arabic and English including:  The Secret of February 8, 1963 Coup, The Shiite of Iraq, The Bloody History of Saddam Hussein Al Takriti, The Secret of July 17, 1968 Coup, The Terrorism Game, Fall of the Evil, Terrorism in Iraq, The Iraqi Constitution, and The Federalism.
