INDIVIDUAL PK TRAINING
In liaison with the Department of Peace-keeping
Operations, RECAMP supplements the training of African military
forces in peace-keeping techniques.
-
France offers individual
training in Africa (the peace-keeping Training Centre in
Koulikouro - Mali) and in France (Paris, Compiègne, Montpellier and
Tours).
-
France offers in the African countries
themselves short-term
group training in operational and technical domains.
The training is provided jointly by the Joint
HQ
(Defense Ministry) and by the Defense and Military Assistance Division
(Foreign Ministry).
_____________________
The RECAMP program is designed for military
personnel who have already got basic military skills. In liaison with the U.N. Department of Peace-keeping
Operations, it supplements their training in techniques relating
exclusively to peace-keeping. Individual
and group training is offered in this context.
-
Individual Training
This may take place in France or Africa.
1. In
France three Academies are developing special modular units for
training in peace-keeping:
In Compiègne, at the Staff College, planning and command in
peace-keeping operations;
In Tours, at the Logistics Academy, support skills and
administration adapted to peace-keeping;
In Montpellier, at the Infantry Academy, for special operational
training in peace-keeping.
In addition, the Joint Defense High College
admits a number of auditors, including many Africans, who receive
solid training in peace-keeping techniques.
2. In
Africa, the Côte d'Ivoire has developed, with French support, a
Peace-Keeping Training Center in Zambakro (currently located
in Koulikouro - Mali), in accordance with
the principle of national schools to serve the regional Armed
Forces.
The PK Training Center offers three training sessions a year:
multinational brigade chiefs of staff; battalion chiefs of staff;
military peace-keeping observers;
15 to 20 places are available per session per year;
Instructors and officer trainees are all Africans; speakers come from all
over;
Diplomas are awarded at the end of every session attesting that the
training received is in conformity with U.N. doctrine and procedures;
The school's instructors have a special U.N. orientation given by the
Department of Peace-keeping Operations before they are assigned to
the school.
-
Group Training
France also provides group training in
peace-keeping techniques to African forces with which it cooperates;
this may include for example mine-clearing, refugee handling,
civilian-military actions, etc.
The training is delivered
by operational training units or technical training units provided
for the most part by French forces stationed
in
Africa.
Organization and follow-up are handled by the permanent
military cooperation network that France makes available to its
African allies.
