The Bahamas and the Social/Humanitarian/Cultural Affairs Committee (Third Committee)
The Third Committee covers all issues related to social, humanitarian and cultural affairs, including social development, crime prevention and criminal justice, international drug control, the advancement of women, the rights of children, and the promotion and protection of human rights and fundamental freedoms. The Bahamas delegation
works closely with CARICOM colleagues in the Third Committee, issuing joint
statements and negotiating as a group where appropriate. CARICOM issues joint statements on the
issues of social development, crime prevention and criminal justice and
international drug control, advancement of women, and the rights of children, as
issues of critical importance to the Region as a whole. The statements outline efforts
undertaken within the Region, as well as by individual Member States, in the
implementation of commitments undertaken at the international and regional
levels in each of these fields. [hyperlinks to statements] These international
commitments stem from the major UN Conferences and Summits in these fields, held
throughout the 1990s, such as the World Summit on Social Development and its
five year review, the Fourth World Conference on Women and its five year review,
the Vienna Conference on Human Rights, and the twentieth special session of the
General Assembly, devoted to countering the world dug problem together. Most recently, 2002 saw the convening of
the Second World Assembly on Ageing, held in Madrid, Spain in April, and the
Special Session of the General Assembly on Children in May. The Bahamas participated actively in the
preparatory processes for both of these meetings, as well as in the conferences
themselves. The Bahamas delegation to
the Second World Assembly on Ageing was headed by the Honourable Geneva
Rutherford, former Vice-President of the Senate, who delivered a statement on
behalf of The Bahamas in which she outlined the efforts undertaken by the
Government of The Bahamas to implement the commitments undertaken at the First
World Assembly on Ageing, held in 1982 as well those emanating from the
International Year of Older Persons, in 1999. [click

Bahamas welcomed the outcome of the Assembly, and is striving to implement its
provisions in national policy. The Bahamas delegation to
the Special Session on Children was headed by H.E. Anthony C. Rolle, former
Permanent Representative to the United Nations. As the session coincided with General Elections in The
Bahamas, The Bahamas was unable to send Ministerial level representation, nor to
deliver a statement at the session. The
Bahamas is firmly committed, however, to implementing the outcome document of
the session, ‘A World Fit for Children’, and particularly welcomed the
provisions relating to children and HIV/AIDS.
