ARGENTINA AT THE SECURITY COUNCIL

2005 - 2006


Argentina has been elected as a non-permanent member of the Security Council for the term 2005-2006. As the Presidency of the Security Council rotates monthly, according to the English alphabetical order, Argentina is to be the President of the Security Council during January, 2005 and March, 2006.

The role of the Presidency is, basically, to organize the workload of the Security Council and, in those cases which request negotiations, to help to bridge positions and build a consensus among the members.

The Presidency is also in charge of giving information to the press and to the non-members of the Security Council. In this regard, the Permanent Mission of Argentina will use this Website as a means of disseminating information.

Security Council Sanctions Committees

Argentina and the Security Council Committee established pursuant to resolution 1267 (1999) concerning Al-Qaida and the Taliban and associated individuals and entities:

From the moment it became a UNSC non-permanent member on 1 January 2005, Argentina has chaired the Security Council Committee 1267(1999), also known as the Al-Qaida - Taliban Committee. The position as Chairman has been held by Ambassador Cesar Mayoral. Argentina had previously chaired the Committee in 1999-2000.

The Al-Qaida - Taliban Committee is a subsidiary body of the Security Council, with a mandate to monitor the application and implementation of sanctions established by the UNSC starting with resolution 1267(1999) and subsequent resolutions against Osama Bin Laden, Al-Qaida and the Taliban. Resolution 1617(2005) adopted by the Security Council on 29 July 2005, improves on various aspects of the application of all three sanctions imposed against these terrorist organizations, namely: (a) travel ban; (b) asset freeze; and (c) arms embargo.

As the Chair of the Committee, Argentina has endeavored to strengthen the links with international organizations such as INTERPOL -with which the Committee is working on a complementary collaboration agreement regarding the fight against terrorism- and with regional and sub regional organizations such as OSCE - Organization for Security and Co-operation in Europe

Ambassador Mayoral, following the mandate of recent Security Council resolutions, visited several UN Member States and international organizations (Chad, the European Union, Germany, Nigeria, the OSCE, Syria, and Turkey) in order to promote the Committee's functions and learn about the activities implemented by Member States in order to apply the established sanctions regime.
